AN ORDINANCE SETTING THE ANNUAL SALARY OF THE
CITY CLERK FOR CALENDAR YEARS 1985, 1986, 1987,
AND 1988.
STATEMENT OF PURPOSE AND INTENT:
The Council is required by Indiana law to set the annual
compensation of all elected City officers.
NOW, THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON
COUNCIL, as follows:
SECTION I: The City Clerk of the City of South Bend
shall be paid —from the General Fund the following annual salary for
the following calendar years:
1985:
$26,500
1986:
$28,488
1987:
$30,624
1988:
$31,849
SECTION II: The City Clerk shall publish this ordinance
twice in two 2 English language newspapers of general circula-
tion published in this City, the first of which publications shall
be at least thirty (30) days prior to the date of the final
passage by the Common Council.
SECTION III: This ordinance shall be in full force and
effect from and after its adoption by the Common Council and
approval by the Mayor.

Dear Council Members:
This bill establishes the annual salary for the City
Clerk to cover the years 1985 through 1988. According
to data based upon a survey in 1982, South Bend ranked
fourth from the bottom, out of eighty -nine reporting
municipalities throughout the Nation, in terms of
what it pays the City Clerk. It has also been shown
that South Bend ranks second from the bottom out of
nineteen Midwest cities with regard to the salary it
pays for the services of the City Clerk. The proposed
salary for 1985 is still more than 10% below the
average salary paid to city clerks in other midwestern
municipalities of our size. In addition, the 1985
proposed salary is still more than 35% less than what
it would need to be in order to purchase the same
amount of goods and services that the clerk's salary
of $12,000 purchased in 1968.

This bill begins the process of bringing the the City
Clerk's salary into parity with the salaries of other
City Clerks in midwestern cities, and more importantly,
with department heads within our own City. As-is the
case in some areas, the unrealistically low salary of
the City Clerk is causing salary compression with
some of the staff working under the Clerk coming very
close in salary.
It is my intention that this bill reflect a composite
of the suggestions given to me by fellow Council
Members after an assessment of the statistics. Therefore,
I ask your favorable consideration of this bill.
