AN ORDINANCE SETTING THE ANNUAL SALARY FOR THE MAYOR FOR CALENDAR YEARS 1985, 1986, 1987, AND 1988. STATEMENT OF PURPOSE AND INTENT: The Council is required by Indiana law to set the annual compensation of all elected City officers. NOW, THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON COUNCIL, as follows: SECTION I: The Mayor of the City of South Bend shall be paid from the General Fund the following annual salary for the following calendar years: 1985: $49,500 1986: $53,213 1987: $57,203 1988: $59,492 SECTION II: The City Clerk shall publish this ordinance twice in two (2) English language newspapers of general circula- tion published in this City, the first of which publications shall be at least thirty (30) days prior to the date of the final passage by the Common Council. SECTION III: This ordinance shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. As background for proposing a realistic mayoral salary schedule, I have reviewed the salaries of executive directors of community service organizations in our area. I find that such studies indicate that the Mayor of South Bend presently makes substantially less per year than the Directors of Century Center, Housing Allowance, Project Future, Chamber of Commerce, United Way, the School Superintendent, as well as less than the prosecuting attorney judges, etc. JOHN VORDE At Large The proposed salary schedule for the Mayor only begins to close the gap which now exists between the KATHLEEN CEKANSKI - FARRAND Mayor's position and some of the other positions In Council Attorney our community mentioned above. The positions that I have mentioned are also extremely important ones; however, I feel certain that no one could reasonably argue that any of those positions encompass more responsibilities than the job of the Mayor of South Bend. I have purposely refrained from comparisons of the Mayor's salary with those in the private sector, since the latter generally pay two to three times the present salary of the Mayor. This bill should help to ease another problem - -that of salary compression. The City Attorney, for example, is already paid a salary only slightly lower than the Mayor's and cannot advance. This effects the City's ability to hire and retain quality staff members. I have attempted to incorporate into this bill the recommendations of fellow Council Members, and therefore, would ask your favorable recommendation of this bill. Sincerely, Beverlie J. Beck President
