HEALTH AND PUBLIC SAFETY JUNE 27, 2022, 3:35 P.M.

Bill No. 22-33 — Resolution re: Appointment of FOP Negotiation Team Councilmember Niezgodski advised that the resolution is the same as the previous FOP negotiation. The resolution outlines the team Council members and identifies attorney Bob Palmer as an agent and/or negotiator.
Bob Palmer advised that in collective bargaining sessions with the city, employees, and teamsters, the Council is represented by a panel of three (3) negotiators: the Council President, a chief negotiator, and an agent who has historically been the Council attorney. The team holds an advisory role and reports back to the Council on the negotiation discussions to be considered for the budget process. The budget must be approved by the Council.

Committee Chair Wax asked if the public wishes to speak regarding Bill No. 22-33. Clerk Jones responded that no one from the public wishes to speak regarding Bill No. 22-33.

Committee Vice Chair White motioned sending Bill No. 22-33 to the full Council with a favorable
recommendation, which was seconded by Committee Member Tomas Morgan and carried by a vote of six (6) ayes.

Bill No. 22-34 — Scrap Metal
Clerk Jones advised that two (2) applications were submitted, the first by Bulldog Auto Parts on Gertrude Street and another by Army Source LLC on West Jefferson Street. Both applications underwent the protocol process by the police and fire departments and were approved. Committee Chair Wax requested confirmation from Bob Palmer that once the fire and police
departments approve the applications, they are forwarded for Council approval. Bob Palmer confirmed that the Council is to approve the applications once the fire and police departments have done so.
Committee Chair Wax requested questions from the Committee or Council. Committee Member Tomas Morgan advised that although Army Source LLC’s headquarters are on West Jefferson Street in Fort Wayne, its physical address is 1305 Prairie Avenue in South Bend.
Committee Chair Wax asked if the public wishes to speak regarding Bill No. 22-34. Clerk Jones responded that no one from the public wishes to speak regarding Bill No. 22-34. Committee Member Tomas Morgan motioned sending Bill No. 22-34 to the full Council with a
favorable recommendation, which was seconded by Committee Member Warner and carried by a vote of six (6) ayes.
