Comprehensive documentation provides a complete understanding of the project. Problems often occur during a project review or during the execution of the project when the property owner, staff or commissioners are unclear as to project specifics. Applications will NOT be processed without required documentation. Photographs may be submitted in digital format or in photographic print. When a project involves blueprints and/or site plans, one (1) set shall be submitted with the Application. Any documentation submitted to this office cannot be returned to the applicant. APPLICATION FEE The application processing fee for any Application for a Certificate Of Appropriateness is $20 Payment must accompany the application at the time of submission. For an electronically submitted application, payment must reach the HPC office within 48 hours following transmission. Wet mist, wrap in polyethylene sheeting and remove wall or ceiling in pieces that are as large as practical while protecting the floor containment with a piece of plywood. Mist small debris with water. Wrap all debris, as appropriate, in polyethylene sheeting. Transport debris to dumpster in sealed containers or by means of a sealed chute to a covered dumpster. HEPA vacuum any visible paint chips, dust and debris. Hang, tape and 3 coat finish 1/2" drywall. Apply a 3/8" bead of low VOC drywall adhesive to each framing member and install using drywall screws min. 1 5/8 long, 8"on center. Run boards with long dimension perpendicular to framing members. Sand ready for paint, prime and paint with one coat of low VOC latex paint, owner selection. Encapsulate: After establishing any required floor containment with polyethylene sheeting, prepare surface by degreasing and deglossing. If single hung, fixed sash may remain in-place if all friction / impact surface paint can be removed satisfactorily. Remove all storm windows. Secure window openings while work is being performed. All areas not be stripped of paint shall be protected. LBP shall be stripped from all window sashes, window troughs and other friction/impact surfaces utilizing a caustic paint stripper (or other EPA and Owner approved method). Paint shall be removed in accordance with manufacturer's recommendations and specifications. Collect residue and rinse water in proper containers, characterize and properly dispose. Neutralize and rinse surface in accordance with manufacturer's directions. Following paint removal, document paint removal photographically or obtain approval of work from Owner / Owner Representative. Coat all friction surfaces with two coats of boiled linseed oil following manufactures directions and top coat with exterior oil-based paint. All Jambs, exterior casings, lintels and other deteriorated LBP window components shall be wet scraped and encapsulated with an elastomeric encapsulant to create a continuous seal over the surface in accordance with the manufacturer's specifications. Encapsulant must be pre-approved by Owner. Use the required number of coats and coverage rate to guarantee a minimum 20-year manufacturer's warranty. All damaged wood shall be repaired using an approved epoxy, wood filler or other appropriate material. If beyond repair, wood shall be replaced with in-kind replacement materials. Existing hardware to be reused. If missing, replacement shall match existing. Repair wood as necessary to ensure proper hardware attached. If sash locks are not present, they shall be installed for security and weatherization purposes. Maintain existing structure and characteristics of existing window components. Replace all broken glass and re-glaze. Repair damage, missing or otherwise deteriorated window glazing. Repair weights or otherwise opening mechansim. Install stool, stops and parting bead and laminate trough/well with .027 aluminum, white, coil stock. Reinstall all window components, using existing materials as much as feasible. Window shall properly operate at same capacity as originally installed (i.e. single hung will operate single hung, etc.) Appropriate weatherstripping (bronze spring) shall be utilized to ensure the window is airtight.
