Big Bulldog Towing is pleased to submit this proposal for services to support The South Bend
City Police Department in achieving its goals for improving efficiency,customer service,and
satisfaction by providing removal,towing,and storage services.Big Bulldog Towing is
committed to improving the customer experience through convenience,accuracy of orders,
professional interactions,and timely work.Big Bulldog Towing has reviewed the bid
requirements outlined in the RFP and is prepared to comply,as outlined,in the following
proposal of services.

EXECUTIVE SUMMARY
THE OBJECTIVE
The City of South Bend Police Department is in need of two properly licensed towing companies
to provide twenty-four hours a day,seven days a week service for removal,towing and storage
impoundment of certain motor vehicles within the City of South Bend.Additionally,the city has
deemed the need for a secure storage facility within five miles of the City of South Bend,and
that the towing entities named will provide all billing services for vehicles removed and/or stored.
THE GOALS
The City of South Bend Police Department is in need of two properly licensed towing companies
to provide twenty-four hour a day,seven days a week service for the removal,towing,and
storage impoundment of certain motor vehicles within the city.The goals are as follows:
●Two properly licensed towing companies to provide twenty-four hours a day,seven days
a week removal and storage services.
●Two companies that shall maintain and have exclusive control of three recovery vehicles
that are DOT registered.
●Storage facilities that are within five miles of South Bend City limits,that are both secure
and operate a minimum of six days per week.
●Proper billing,storing,release of vehicles,and recording of charges for vehicle owners
and services provided.
●Fair and just cost for vehicle owners and indemnity of the City of South Bend for any
costs associated with the outlines of this proposal.
THE SOLUTION
Big Bulldog Towing (hereinafter referred to as “Big Bulldog Towing/The Company”)is fully
licensed by the State of Indiana and the City of South Bend to own,operate,and provide
removal,towing,and storage services for the City of South Bend and the surrounding area.The
company owns and operates seven vehicles,twenty-four hours a day,seven days a week,that
are capable of passenger vehicle,light and medium truck removals,as well as campers and
trailers.The company owns one,eleven and a half acre,fully secured and surveillanced
storage lot within the City of South Bend,and has the capacity to house one thousand plus
vehicles at any given time between indoor and outdoor storage.

We will provide:
●One properly licensed towing company to provide twenty-four hours a day,days a week
removal and storage services.
●A minimum of three recovery vehicles that are DOT registered and licensed with the
State of Indiana.
●A secure and surveillanced storage facility,located within the South Bend City limits,and
the ability to house one thousand plus vehicles.
●Hours of operation that comply with timeframes outlined in RFP.
●Proper billing,storing,release of vehicles,and recording of charges for vehicle owners
and services provided.
●Fair and just cost for vehicle and indemnity of the City of South Bend for any costs
associated with the outlines of this proposal.

GENERAL SPECIFICATIONS (25 POINTS)
Big Bulldog Towing always has seven DOT registered recovery units in service.

Big Bulldog Towing has a land line at the base station office (3700 S.Gertrude St.)that forwards
directly to the on-call dispatcher twenty-four hours a day.We will supply the City of South
Bend/St.Joseph County dispatch center with 1-2 dedicated phone numbers to each
owner(s)/manager(s)directly for rotation calls.
The Company holds indemnity and liability insurance under Double D Development II LLC,dba
Big Bulldog Towing.Liability insurance coverage is $1,000,000.00/$2,000,000.00 and is held by
Zurich North American Insurance Company -certificate #1899308052,policy #CPO1643169-00.

BID PROPOSAL GENERAL SPECIFICATIONS
EQUIPMENT (25 POINTS)
Per proposal requirements,Big Bulldog Towing,owns,maintains,and has exclusive use and
control of the vehicles listed below.All vehicles have the capacity to tow passenger,light truck,
campers,a variety of trailers,HD capacities,and dual rear wheels.Per state regulations,each
company vehicle prominently displays the name,logo,phone number,DOT and MC numbers,

and truck number on each side of the vehicle so it can be easily identified.Vehicle markings are
in accordance with the Indiana Department of Motor Carrier Services Division 49 CFR 390.21.

All trucks have the ability and equipment to safely load vehicles with extremely low ground
clearance.
Vehicle equipment in each company vehicle is listed below,but not limited to the following:
●A minimum of four LED Flashing Emergency Lighting
●Debris Removal Equipment:Two oversized containers,broom,shovel,floor-dry.
●Tools,Straps,Rigging Chains,Safety Chains,Endless Loops,Floor Jack,Lock-Out Kit,
Jump Pack,Snatch Block,Skates,Ball Joint Blocks,Race Ramps,etc.
●Company employees are provided with Redkap reflective uniforms,reflective coveralls,
reflective rain gear,vests,etc.all meeting OSHA/ANSI requirements.All employees are
required to wear reflective clothing when on-call.
Big Bulldog Towing and its employees agree to and shall be available for inspection should the
city make the request,and subject to random inspections to ensure quality performance.
Big Bulldog Towing holds current maintenance records,cleaning records,and does routine
safety checks on all vehicles and the storage facility.It is the responsibility of all employees to
comply with safety and cleaning checks.Big Bulldog Towing agrees to continue these standards
to ensure the safety of both its employees and customers.
Big Bulldog Towing agrees to report to the city,in writing,any changes,additions,or deletions
from the company’s tow truck fleet used under this contract.
BID PROPOSAL GENERAL SPECIFICATIONS
STORAGE FACILITY (20 POINTS)
Big Bulldog Towing owns and operates one commercial property.To meet the requirements of
RFP,all eleven and a half acres are located within the City of South Bend.
●3700 S.Gertrude Street offers both outdoor and indoor storage.
●Can house one thousand plus vehicles at a given time.

The Company’s property is not shared with any other company to ensure the preservation and
security of stored vehicles.
The Company can house fourteen passenger size vehicles within the indoor storage facility and
one thousand plus passenger vehicles in the outdoor lot.
The Company provides twenty-four hour indoor and outdoor monitoring and surveillance of the
facility via the Annke system and ADT Commercial -benefits include:
●24-hour recording
●16 channel digital video recorder
●Remote access and viewing via smartphone and/or computer
●16 cameras with recording technology including sound and night vision capability
●Additional twenty-four hour security provided by ADT Commercial
Additional security measures include:
●Outdoor lot and premises are surrounded on three sides by a six-foot security fence with
barbed wire,the front is a ten foot tall concrete wall with a solid gate.
●Lot gate is (10)ten-foot high and solid with a locking system and can only be opened by
authorized personnel.
●All owners for stored vehicles are required to provide proof of identification and
ownership before being escorted to the vehicle by an employee.An employee maintains
their presence the entire time the owner is in the storage lot.
BID PROPOSAL GENERAL SPECIFICATIONS
RELEASE/PAYMENT OPERATIONS (20 POINTS)
●Per proposal requirements,Big Bulldog Towing hours for payment and release of
vehicles include the following times:
○8am-5pm Monday through Friday
○Weekends,holidays,and after hours pickup can be made by appointment.We
will try to accommodate whenever possible,and an additional fee of $75.00 will
be charged.
●Hours of operation and after hours contact information signs are clearly posted on the
entry door at 3700 S.Gertrude St.South Bend,IN 46614.
●Procedures for payment and release of impounded vehicles is as follows:
Upon the owner obtaining a release from the police station and presenting it to Big Bulldog
Towing,we will ask for a valid photo ID (driver ’s license,passport,or state issued ID).We will
compare the paperwork to the release form and vehicle’s registration.We will make copies of
the release form,photo ID,and registration for our files.The invoice will then be presented for
payment and signature of the owner.Forms of payment for a vehicle requiring a police release
will be cash,credit/debit card,and/or cashiers check.No personal checks will be accepted.After

payment is received,the owner will be provided a receipt and asked to wait at the gate and an
employee will bring the vehicle outside of the gate for the owner.At that time,the owner can
inspect the vehicle for damages and/or belongings,and sign off on our release form stating that
everything is intact,or bring any issues to our attention at that time.
BID PROPOSAL GENERAL SPECIFICATIONS
PRICING FOR SERVICES (10 POINTS)
Towing fees may be reduced by the company and South Bend Police Department on a case by
case basis,or altered for special circumstances.
1.Initial tow of a vehicle including cleanup,hookup and transport:
Impounded vehicles not involved in an accident $250.00
Impounded vehicles involved in an accident $275.00
Non-impounded vehicles due to accident $275.00
2.A second tow of the vehicle arising out of the same accident or impound,even if not on
the same date as a result of the actions of the owner or driver:
2nd Tow $100.00
3.If no ignition key has been presented to the driver by the owner,driver,or officer at the
time of the tow,a key fee will be applied:
No Key Fee $25.00
4.A storage charge per calendar day at the storage yard at the rate of $65.00 per day for
outside storage,for every calendar day,including weekends and holidays,even if the
yard is not open.Storage starts the day the vehicle arrives at the storage lot.
5.Administrative Fee:
a.$50.00 if the vehicle is unclaimed for less than fourteen (14)days after impound.
b.$150.00 if the vehicle is unclaimed on the fifteenth (15)day or more after
impound.
6.If the owner requests that the vehicle be picked up at a time outside of our posted
business hours,legal holidays excluded,a special pickup fee of $75.00 pickup fee will
apply if we can accommodate.
7.The office shall have authority to authorize in writing additional changes when warranted
by exceptional circumstances.
8.Vehicle owner(s)and tow company are free to negotiate charges for additional services
requested by the owner.
9.Additional fees will apply as follows:

BID PROPOSAL REQUIREMENTS AND CONFORMITY
1.0 SERVICES AND LICENSING
Big Bulldog Towing is licensed by the City of South Bend,to operate the business of vehicle
removal and storage -License #PENDING
See page 24.Application is complete,and Michelle Adams followed up with a
confirmation email to Mark Dollinger.
The company carries all required City and State documentations,certifications and licensures
required:
●USDOT -4017065
●MC -1541955
In accordance with the requested proposal,Big Bulldog Towing agrees to the following:
a)The company agrees not to move or attach any vehicle until instructed to do so by the
investigating officer.All Company employees will complete training on policies and
procedures outlined with the removal,towing,and storage procedures for the City.
b)All company employees will cooperate with the investigating officer and comply with
requests made in conjunction with the removal of unsafe and/or illegally parked vehicles
from the street,and in storing or impounding such vehicles.
c)The company agrees to provide clean-up and removal of all debris from accident
scenes,including the removal of hazardous materials and vehicle fluids.(See equipment
list for materials used).
d)The company will follow vehicle release protocols outlined in the RFP and stated by the
City of South Bend Police Department.
●Employees will comply with the investigation officer by signing and gathering
proper signatures on scene for the stored vehicle report.

●No vehicles will be disposed of,relinquished,or released without proof of
ownership,customer identification,and South Bend City stored automobile
release form.
e)As outlined in subset d -no vehicle will be released,or relinquished without proof of
identity,South Bend City stored automobile release form,and payment for services
rendered.The company will bill vehicle owners for services provided,no services will be
billed to any city entity.
f)The company agrees to notify the city within five business days,in writing,of any owner
complaints of missing items or damage to a vehicle authorized by the city to tow.The
company will abide by the South Bend City Municipal Code -Chapter 20,Sec.20-13 (C
)and Sec.20-15 (C )which outlines the release of responsibility for the city,its agents,
servants,or employees shall not be responsible or liable in any manner for the damage
incurred in the towing,storage,possession or disposition of such vehicle.
g)The company agrees to submit a criminal history and set of fingerprints for each
employee within five business days of award of this contract and any new employees
engaged during the term of this contract.

3.0 Response Times
Per the proposal request,Big Bulldog Towing understands the importance to timely service in
emergency situations.
●The company agrees to give priority to all city removal requests and has dedicated,as
outlined in equipment provisions,three trucks for city removal services.
●The company does not participate in any other police towing contracts,or other city
related contracts.
●The company will respond to all city removal requests within the thirty-minute time frame
outlined in the proposal.

4.0 Clean-Up
●The company agrees to clean-up any debris,spill or hazards from accident scenes and
provide removal services to ensure the area is safe for continued use of the roadway at
the tow site.
●The company adheres to federal guidelines for clean-up and disposal of all hazardous
materials.
●All the company’s towing service trucks include the following equipment to further ensure
safety:Debris removal equipment consisting of:Two oversized containers,a broom,
shovel,fluid absorbent (floor-dry),tools,straps,rigging chains,safety chains,endless
loops,floor jack,lock-out kit,jump pack,snatch block,skates,ball joint blocks,race
ramps,emergency beacons,etc.

5.0 Storage Yard
Big Bulldog Towing owns and operates one commercial property.To meet the requirements of

6.0 Communication
Big Bulldog Towing understands the importance of good communication and agrees to the RFP
communication outline and guidelines.Under the guidelines of the RFP,the company agrees
that should three attempts be made to contact the company without success,the city has the
right to contact another towing company.To avoid this type of error the company works with a
rolling landline,cell phone communication,and direct numbers to owners and/or managers in
case of emergencies that could interrupt communication between itself,the City of South Bend
Police Department,customers,and tow vehicle drivers.
●Continuous communication is held between the dispatch office and drivers via rolling
landline and cell lines.
●To ensure all phone calls are answered,police dispatchers are provided with a separate
unpublished phone number,our main landline phone number and 1-2 cellular phone
numbers.
●During the evening hours when the office is not manned,calls are forwarded directly to
an on-call dispatcher.
●In case of emergency,if the main phone lines or the unpublished landline phones are
down,the company will provide the city with cell phone numbers to directly reach
owners/managers who will dispatch the call.

7.0 Hours of Operation and Release of Stored Vehicles
Per proposal requirements,Big Bulldog Towing’s hours for payment and release of vehicles
include the following times:

8.0 Agreement to Inspection

9.0 Assignment of Work
Big Bulldog Towing,as well as its employees,agree not to assign its rights,under this contract,
to any other person or entity without prior written notice and consent from the City of South
Bend.The company and all its employees understand that any such assignment could
constitute a breach of contract.

10.0 Record Maintenance
Big Bulldog Towing shall maintain separate and accurate records in connection with the removal
and storage services it provides to the city and shall make all records available to the city upon
request.
Records to maintain shall include the following:

●Time,date,location of tow and officer authorizing the tow;
●Make,model,vehicle license registration,and VIN number of towed vehicles;
●Itemized billing of basic tow charges,special charges,storage charges,and special
vehicle repair/care charges,i.e.window wrap,key charge,etc.;
●Signed release form by person claiming the vehicle;
●If applicable,a complaint form,signed by the vehicle owner reporting and complaints
regarding charges,vehicle damage,lost or stolen items from the vehicle or any other
related problems.
○Customer complaint forms will be posted in the office in a clearly marked space
○All customer complaints will be mailed to the South Bend Police Department
within (5)five days of the filed complaint.
○The Company reserves the right to act under City Municipal Code,Chapter 20,
Sec.20-13 (C)and Sec.20-15 (C)The City,its agents,servants or employees,
shall not be responsible or liable in any manner for the damage incurred in
towing,storage,possession or disposition of such vehicle.

11.0 Risk
Big Bulldog Towing holds indemnity and liability insurance under Double D Development II LLC,

Big Bulldog Towing assumes all risk in the event of damage,theft,fire,or otherwise,of the
vehicles or any other property towed,impounded,or stored by the company,its employees,or
agents.
Big Bulldog Towing shall look solely and exclusively to the owner of the vehicle towed,
impounded,or stored for payment of services rendered and will hold no claims against the City
of South Bend for costs or nonpayment.

12.0 Indemnity
Big Bulldog Towing shall indemnify and hold harmless,the city,its officers,employees,including
any agency,department,or commission of the city for any and all suits or actions brought
against the city on account of any loss,injury,or damage sustained or claimed to have been
sustained by anyone in connection with or arising out of the performance of this contract by the
company or any of its agents,employees,or independent contractors.

14.0 Maintenance of Vehicles
The Company agrees to handle all removals authorized by the City with the utmost respect.All
personal property and components within the vehicle shall be kept intact.Vehicles will be
returned to the owners in substantially the same conditions as they existed before being towed.

15.0 Terms and Termination
The Company agrees to the term and termination outlines.The Company agrees to work with
the City of South Bend Police Department for the period of (3)three years and that (1)one year
term thereafter,upon the mutual written agreement of the City and the Company.
The Company understands and will abide by the RFP outlines for the termination of the
contract,on the part of the Company,to address the City in writing and provide notice of (120)
one hundred twenty days so provisions may be made on the part of the City to replace the
Company.
