Co uncil Presi dent Sharon McBride called the meeting to order. Reverend Matt Tracy of Community Baptist Church gave the invocation. City Clerk Bianca L. SUB-COMMITTEE ON MINUTES: May 28, 2024 February 6, 2023 February 13, 2023 Council President McBride requested reports from the Sub-Committee on Minutes. Clerk Tirado stated that the Sub-Committee on Minutes has inspected the May 28, 2024 Common Council meeting minutes and recommend they be approved. Councilmember Troy Warner motioned to approve the May 28, 2024 Common Council meeting minutes , which was seconded by Councilmember Canneth Lee and carried via a vote by voice with two (2) councilmembers absent. Clerk Tirado stated that the Sub-Committee on Minutes has inspected the February 6, 2023 and February 13, 2023 Common Council meeting minutes and recommended that they be approved. It is understood that councilmembers who were not members of Council in 2023 will be abstaining. Councilmember Warner motioned to approve the February 6, 2023 and February 13, 2023 Common Council meeting minutes , which was seconded by Councilmember Lee and carried via a vote by voice with three (3) councilmembers abstaining. RESOLUTIONS BILL NO. 24-20 A RESOLUTION RECONFIRMING June 10, 2024 MODIFYING THE ADOPTION AND OF DECLARATORY RESOLUTION NO. 4612-17 DESIGNATING CERTAIN AREAS WITHIN THE CITY OF SOUTH BEND , INDIANA , COMMONLY KNOWN AS 401 E. COLFAX A VE. AN ECONOMIC REVITALIZATION AREA FOR PURPOSES OF A TEN (10) REAL PROPERTY TAX ABATEMENT FOR COMMERCE CENTER DEVELOPMENT LLC Council President McBride stated that Bill No. 24-20 has been tabled until June 24, 2024. 24-18 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDlANA, APPOINTING AN AGENT/NEGOTIATOR TO REPRESENT THE COMMON COUNCIL AND ADDRESSING THE CITY ADVISORY NEGOTIATING TEAM FOR THE 2024 TEAMSTER LABOR NEGOTIATIONS Clerk Tirado read the resolution to the Council. After the reading President McBride reque sted a committee report. Council Vice President Sheila Niezgodski stated that Bill No. 24-18 was heard in the Personnel and Finance Committee and comes to the Full Council with a favorable recommendation . President McBride requested that the petitioner(s) state their name and address and share key points before the council. Council Vice President Niezgodski stated that Bill No. 24-18 names the members of the 2024 Teamster negotiating team: Bob Palmer, Sheila Niezgodski , Troy Warner, and Karen White . Council President McBride asked the councilmembers for comments , and nobody spoke. Council President McBride held the public hearing, and nobody spoke. Councilrnember Warner encouraged councilmembers to evenly divide their time in staffing the negotiations . Councilmember Warner motioned for the adoption of Bill No. 24-18, seconded by Council Vice President Niezgodski , and carried by a vote of eight (8) ayes with one (1) councilmember absent. White -Aye A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA , APPROVING AN AGREEMENT EXTENDING REGULAR MEETING June 10, 2024 THE ST. JOSEPH COUNTY HOUSING CONSORTIUM AND AUTHORIZING THE EXECUTION THEREOF Clerk Tirado read the resolution to the Council. After the reading President McBride requested a committee report. Councilmember Warner stated Bill N o. 24-19 was heard in the Community Investment Committee and comes to the Full Council with a favorable recommendation . President McBride requested that the petitioner(s) state their name and address and share key points before the council. Eli zabeth Maradik, Chief Neighborhoods Officer, with offices on the 13 th floor of the County-City Building, stated that Bill No . 24-19 authorizes the mayor to execute documents to renew the Saint Joseph County Housing Consortium under an interlocal (City of South Bend, St. Joseph County, and City of Mishawaka) agreement. Council President McBride asked the councilmembers for comments , and nobody spoke. Council President McBride held the public hearing, and nobody spoke. Councilmember Rachel Tomas Morgan motioned for the adoption of Bill No . 24-19 , seconded by Councilmember Dr. Davis , and carried by a vote of eight (8) ayes with one (1) councilmember absent. FIRST READING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND , INDIANA , APPROVING A PETITION OF THE ADVISORY BOARD OF ZONING APPEALS FOR THE PROPERTY LOCATED AT 1830 LEER STREET COUNCILMANIC DISTRICT NO. 3 IN THE CITY OF SOUTH BEND , INDIANA Clerk Tirado read the bill to the Council for its first ( 151) reading. Councilmember Dr. Davis motioned to send Bill No . 29-24 to the South Bend Board of Zoning Appeals on July 1, 2024 and to the Zoning and Annexation Committee for a public hearing and third (3 rd ) reading on July 8, 2024 , which was seconded by Councilmember Lee and carried via a vote by voice with one (1) councilmember absent. UNFINISHED BUSINESS Councilmember Dr. Davis stated that the Council will meet to discuss the procedures for the Privilege of the Floor. Councilmember Dr. Davis paid respects to South Bend 's fonner mayor, Jerry Miller. Councilmember Dr. Davis requested a meeting with Attorney Palmer and Councilmember Warner. Councilmember Bolden-Simpson recogni zed the South Bend Community School Corporation , high school graduates , and Rise Up Academy. Councilmember Dr. Davi s thanked Clerk Tirado for getting the 2014 meeting minutes uploaded online. NEW BUSINESS Council President McBride stated that the filing date for the June 24, 2024 meeting will be moved from June 19, 2024 to June 18, 2024 due to the Juneteenth holiday. A press release will be sent out. 4 REGULAR MEETING June 10, 2024 Councilmember White stated that the Youth Council Town Hall will be on June 18, 2024, 7 :00p.m. -8:30p.m. Councilmember Lee stated that there will be a Portage-Elwood visioning plan meeting on June 12, 2024.
