CERTIFICATE OF APPROPRIATENESS i. 2024-0328A 616 Rex Street Ordinance #9575-05 Pais-,_N� ALSO PRESENT: Ross Van Overberghe Kate Bolze Sandra Kennedy Chapin Park LHD, (Audio Position: 0:00:17) Joan Downs-Krostenko recused herself from hearing this item She is the petitioner for the item The staff report was presented by: Ross Van Overberghe, Historic Preservation Administrator Staff Recommendation: Staff makes a favorable recommendation. The applicant was represented by: Joan Down s-Krostenko, 849 Forest Ave, South Bend, IN, appeared in person to speak as the applicant. Upon a motion by Andrew Jones, seconded by David Wyncott, and UNANIMOUSLY carried by vote, the Historic Preservation Commission amends the Certificate of Appropriateness Application #2024-0328A to include the demolition of the existing concrete porch. Vote: 6-0. Six in favor, none opposed. COA#2024-0328A is amended. JOSEPH COUNTY HISTORIC PRESERVATION COMMISSION There was no one from the public to speak in regards to this application. After due consideration the following action was taken: Upon a motion by David Wyncott, seconded by Don Dietz, and UNANIMOUSLY carried by vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application #2024-0328A as amended. Vote: 6-0. Six in favor, none opposed. COA#2024-0328A is APPROVED. 2024-0329 517 River Avenue Edgewater Place LHD, Ordinance #6846-80 (Audio Position: 0:07:04) The staff report was presented by: Ross Van Overberghe, Historic Preservation Administrator Staff Recommendation: The placement of the fence complies with the zoning ordinance. The fence will be minimally visible from the street, therefore the horizontal style will not affect the integrity of the house. Staff makes a favorable recommendation. The applicant was represented by: Lea Zimmer, 517 River Ave, South Bend, IN, appeared virtually to speak as the applicant. The public was represented by: There was no one from the public to speak in regards to this application. After due consideration the following action was taken: Upon a motion by David Wynoctt, seconded by Michael Skaggs, and carried by vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application #2024-0329. Vote: 6-1. Six in favor, one opposed. COA#2024-0329 is APPROVED. b. LOCAL LANDMARK NOMINATION 3016 Portage Avenue, "Portage Manor" (Audio Position: 0:14:32) The staff update was presented by: Ross Van Overberghe Questions were asked by the public: Jenny Piontek, 2201 Riverside Dr, South Bend, IN appeared in person to ask questions regarding Portage Manor. Staff and the Commission responded to those questions. IV. PRIVILEGE OF THE FLOOR V. REGULAR BUSINESS a. APPROVAL OF MINUTES March 18, 2024 minutes (Audio Position: 0:21:09) Upon a motion by Joan Downs-Krostenko, seconded by David Wyncott, and UNANIMOUSLY carried by vote, the minutes from the March 18, 2024 Historic Preservation Commission are approved. b. STAFF REPORTS Administrative Approvals (Audio Position: 0:21:37) After due consideration, no action was taken. Page 12 April 15. 2024 CITY OF SOUTH BEND AND ST. JOSEPH COUNTY HISTORIC PRESERVATION COMMISSION C. COMMITTEE REPORTS i. No committees have met since the previous meeting. VI. OLD BUSINESS VII. NEW BUSINESS VIII. ANNOUNCEMENTS AND MISCELLANEOUS MATTERS a. Staff Positions (Audio Position: 0:21:46) An offer has been made and accepted, so a new specialist has been hired. Her start date will by May 20, 2024. b. 2023-2024 Road Map Review (Audio Position: 0:22:19) Road Map Topics that were discussed: - Top 10 endangered properties - Landmark List - National Register - Bylaws - Quarterly educational sessions led by Joan Downs-Krostenko - Commission member resumes IX.
