DESCRIPTION OF STRUCTURE/SITE: This is a 2+ story L-shape plan house. Vinyl siding over wood clap-
board. Two story porch. Windows are a mix of 1/1 and 2/2 double hung of various sizes. First floor east and north
facades have floor to ceiling in-swing 18-light windows.
DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to:
1. Remove vinyl siding and repair wood clapboard and trim in-kind.
2. Replace windows deteriorated beyond repair with new wood windows or wood/clad windows of the same
size and function. All other windows will be restored.
3. Enlarge third floor by raising roof and extending gables to match front gable and meet at a center point.
4. Relocate second story window to front facade. Install door to match existing doors.
5. Rebuild and extend front porch around north and south facades with wood and steel structure and tongue
and groove decking. Traditional square wood balusters will run between 8- 18” square/round posts. South
facade of porch will extend to include ADA ramp.
6. Move existing window up 18” to allow wrap around porch.
7. Build new covered porch on the rear of the structure.
8. Place kitchen exhaust ventilation on roof of new rear porch.
9. Remove small fixed-pane windows in gables of attic story and replace with three double hung windows.
10. Install four (4) skylights on roof.
11. Build new 20” deep balcony with tri-part door panels on north facade
12. Extend brick chimney with reclaimed brick
13. Install new double hung window on south facade.
14. Remove chimney on west facade.
15. Remove small sliding window and one double hung window from west facade.

16. Remove single door and install new double door on west facade with tradition trim to match existing.
17. Install Dumpster pad and enclosure at rear of property.

SITE VISIT REPORT: N/A
STAFF RECOMMENDATION: Multiple years of neglect and unsympathetic modifications have changed
this house from its original integrity. The proposed changes and adaptive reuse of the structure will increase the
overall aesthetic of this block and the surrounding neighborhood. Care is being taken to preserve original features,
siding and windows while the updates and additions enhance the preserved features returning a historic look to
the structure. Staff makes a FAVORABLE RECOMMENDATION.

Description of Proposed Work Please provide a brief detailed summary of the scope of work to be performed.
By signing this application, I agree to abide by all local regulations related to project and to obtain all applicable Building Permits.
The owners of 711 Leland, Amanda Shutts and Andrew Caspers, are enthusiastic about revitalizing
this property into a hub of activity that will enhance both the building and the surrounding
neighborhood.
Situated adjacent to a newly established private park, the property will offer convenient access for
pedestrians and cyclists, enhancing its appeal to the local community. While parking is limited, the
owners plan to share the parking lot at Firehouse No.6 (also owned by Amanda and Andrew) by
staggering business hours to minimize congestion and encourage alternative modes of transportation.
Conceptually, the project will provide a first floor restaurant with three interior and one outdoor dining
areas. A gourmet market at the front of the building will provide quick grab-and-go service from
possibly 7am to 6pm, while the restaurant will offer full-service dining between 7am and 2pm to
mitigate noise and disturbance to nearby residents. A single apartment will be located upstairs.
The extensive renovation work will involve the entire building, including every element of the exterior.
After all vinyl and aluminum siding are removed from the structure the original siding and trim will be
assessed. Existing materials will be reused if at all possible. Where needed, new siding and trim
material will be installed to match existing adjacent siding and trim.
Most existing windows will be restored and rebuilt. Those that have deteriorated beyond repair will be
replace with new wood or wood/clad units of the same size and function.
The third floor will be expanded under a new roofline that will extend the existing main gable to the rear
of the building. This will help unify the overall appearance of the structure.
The two-story front porch will be completely rebuilt and expanded around the sides of the structure.
All new porches will have a steel sub-structure with wood joists and wood T&G decking. Traditional
wood balustrades will be installed between 8-18” square/round posts.
A new covered porch at the rear of the building will provide tsome of he seasonal dining area noted
above.
The commercial kitchen exhaust fan and make-up air equipment may be set on this roof so that they
are not visible from the street and don’t interfere with walkways at grade.
Another purpose for the extensive wrap around porches is to help facilitate ADA and handicapped
access to the building.
