The project covers the demolition and backfilling of the former South Bend Medical Foundation building located at 531 N. Main Street. Seven bids were received, with a summary of the bids as follows: Contractor Bid Price Met Responsible Bidder Ord.? Met M/W goals? Dore & Assoc. $1,492,700 No Neither goal met. MRD Group $1,763,000 Yes Both goals met. Sabre Demo $1,873,000 No MBE met, no WBE. Renascent $2,338,000 Yes Both goals met. Green Demo $2,398,880.80 Yes Both goals met. Walsh Constr. $2,932,000 Yes Both goals met. Adamo $3,199,000 Yes MBE met, no WBE. The low bid from Dore & Associates did not include any Responsible Bidder paperwork. They did not include the required application form, nor the supporting documentation. Dore & Associates also neglected to meet either the MBE (1.4%) or WBE (4.7%) goals. The low bid must be rejected as non -responsive. The second low bid from The MRD Group is able to meet the requirements of the Responsible Bidder Ordinance and did meet both the MBE and WBE goals. They neglected to include a signed copy of Addendum 2 in their bid package but were able to provide a signed copy upon request. It is the opinion of the City that this exclusion did not create any unfair advantage. The second low bid from MRD Group is complete and responsive. I recommend award of the Demolition of South Bend Medical Foundation (#123-076) to The MRD Group, in the amount of $1,763,000.00. Funding is available through PR-00032530. In awarding contracts for the purchase of work, labor, services, supplies, equipment, materials, or any combination of the foregoing including, but not limited to, public works contracts awarded under public bidding laws or other contracts in which public bids are not required by law, the City, its agencies, boards, or commissions will consider the Contractor's good faith efforts to obtain participation by those subcontractors certified by the State of Indiana as a Minority Business ("MBE") or as a Women's Business Enterprise ("WBE") as a factor in determining the lowest, responsible, responsive bidder. Contractors seeking the award of a City contract cannot be required to award a subcontract to an MWBE; however, they may not unlawfully discriminate against said MBE/WBE.
