Co uncil President Sharon McBride called to order the Informal meeting at 6: 11 p.m.
Discussion of Council Agenda
The invocation will be given by Reverend Steven Wedgeworth of Christ Church Anglican.
The Council will hear a report from the Sub-Committee on Minutes regarding the minutes for the
April 22, 2024, July 10, 2023, and September 11, 2023 Common Council meetings .
The Council will read a special resolution commemorating National Police Week and the National
Peace Officers Memorial Day.
There are no reports from city offices.
There are no bills up for a seco nd reading or public hearing .
The Council will hear Bill No. 24 -16 (favorable recommendation from the Community Investment
Committee).
After a first (1 st) reading , Co uncil President McBride will entertain a motion to send Bill No. 22 -
24 to the Public Works and Property Vacation Committee for a public hearing and third (3 rd )
reading on May 28, 2024.

The Council will be asked to share any new business.
There will be a privilege of the floor, and then the meeting will be adjourned.
Updates and Announcements
Council President McBride stated that councilmembers will be asked to tum in budget materials
to help with the creation of the final Council budget presentation.
Councilmember Troy Warner requested clarification regarding the desired budget materials.
Council President McBride stated that Councilmembers should include anything they wish to see
covered in the 2025 Council budget, and clarified that not everything councilmembers wish to see
included will make it into the final 2025 Council budget.
Councilmember Sherry Bolden-Simpson requested information regarding budgetting for curbs and
sidewalks.
Council President McBride stated that additional allocations can be discussed.
Councilmember Warner stated that councilmembers send their budget priorities during this time
every year.
Council President McBride stated that this will help to get a grasp of where the Council's needs
lie .
Councilmember Rachel Tomas Morgan stated that each councilmember's budget priorities will be
sent to the chair of the Personnel and Finance Committee.
Councilmember Karen White requested that a prior budget presentation be sent out to
councilmembers for reference.
Council President McBride stated that she would give councilmembers more information
regarding the budget. Council President McBride stated that on May 14, 2024 there will be an
Executive Session and a Youth Council meeting.
Adjournment
Council President McBride adjourned the Council Rules Committee meeting at 6: 19 p.m.
