AN ORDINANCE APPROPRIATING $3,254,655.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE
OF DEFRAYING THE EXPENSES OF THE DIVISION OF COMMUNITY
DEVELOPMENT OF THE CITY OF SOUTH BEND, INDIANA, AND
DESIGNATED SUBGRANTEE AGENCIES FOR THE PROGRAM YEAR
BEGINNING JANUARY 1, 1984 AND ENDING DECEMBER 31, 1984
TO BE ADMINISTERED THROUGH THE DIVISION OF COMMUNITY
DEVELOPMENT.
Statement of Purpose and Intent:
The government of the City of South Bend, in partnership with the
City's private sector and residents, is committed to the goal of improving the
"quality of life" in the City, its neighborhoods, and for its residents. As
part of this commitment to a comprehensive community development and improvement
program, the City of South Bend through its Division of Community Development
has applied for and will receive on or about January 1, 1984, the approval of
the United States Department of Housing and Urban Development to expend
$3,254,655.00 in the execution of certain housing rehabilitation /assistance,
code enforcement, public works, parks, and capital improvements, city
development, public service, and general program planning and development
activities. In order to implement the aforementioned activities, funds are
required.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I. The sum of $3,254,655.00 is hereby appropriated for
the program year starting January 1, 1984, from the City of South Bend's
Community Development Block Grant Fund (Program Year 1984). The appropriation
shall be used as approved by the United States Department of Housing and Urban
Development under Title Twenty four (24) of the Code of Federal Regulations,
Part Five Hundred and Seventy (570) for the Community Development Program Year
1984. This appropriation shall be administered by the Division of Community
Development and its designated subgrantees and will be distributed as set forth
below:

SECTION II. No costs will be incurred or funds expended for
any of the activities addressed in this ordinance prior to completion and
subsequent certification of the Environmental Review Process specified in
Sections 58.16, 58.17, and 58.30 of the Environmental Review Procedures for the
Community Development Block Grant Program and an official release of funds
received from the United States Department of Housing and Urban Development.
SECTION III. This Ordinance shall be in full force and effect
from and after its passage by the Common Council and approval by the Mayor.

I am submitting for your consideration a substitute bill #126 -83 which received
First Reading at your 11/14/83 meeting and is scheduled for Public Hearing and
Second Reading at your 12/5/83 meeting.
The substitute bill takes into consideration additional activities for 1984 and
an entitlement that may be reduced beyond the planned 50 level. The
Indianapolis HUD Area office has informed us that the 1984 entitlement amounts
probably won't be available until late January, 1984, and it appears that we may
receive as much as a 7% reduction.
The substitute bill reflects the following changes from what was previously
submitted:
1. Reductions of the following activities by the amounts listed:
CD84 -102 Housing Rehabilitation Fund $10,000
CD84 -301 General Street Improvements $30,000
2. Increase of the following activity by the amount listed:
CD84 -510 Friends of the unemployed $2,000
3. Addition of the following activities:
CD84 -303 Hansel Center Rehabilitation $17,915
CD84 -511 EaCasa Translation Services $17,000

With an entitlement reduction of about 70, the unspecified local option fund for
1984 will be approximately $20,000.

I am submitting for your consideration a request for the appropriation
of $3,257,740 which represents funding for various activities planned
in the City's 1984 Community Development Block Grant Application.
The "Final Statement of Community Development Objectives and Projected
Use of Funds - P.Y. 1984" represents funding for the functional areas
of housing, code enforcement, public works, parks, capital
improvements, city development, public services, and management and
planning.
It is significant to note that there are other funds requiring
administration by city departments and bureaus available for these
functional areas. The Bureau of Housing will administer in 1984
approximately $535,000 for the Section 312, the Urban Homesteading,
and the leveraged funds from the South Bend Home Improvement Loan
Programs. The Department of Economic Development projects
approximately $6 million from the Ethanol Plant Urban Development
Action Grant, the Small Business Administration 503 for the Business
Development Corporation, and Section 108 Loan Guarantee funds for the
East Bank Development Area and the Central Business District. The
Division of Community Development will continue the administration of
approximately $1.3 million remaining for Jobs Bill projects.
