AN ORDINANCE TRANSFERRING $850,000.00 AMONG VARIOUS
ACCOUNTS, ALL ACCOUNTS BEING WITHIN THE DIVISION OF
COMMUNITY DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
On or about November 15, 1983, the City of South Bend through
the Division of Community Development will submit its 1984 Application to the
Department of Housing and Urban Development. Part of the 1984 Application
includes the anticipated reprogramming of funds from previous program years of
Community Development Block Grant Funding. The activities from program years
1981, 1982, and 1983 have been completed or will have funding reprogrammed to
the current program year in order to efficiently utilize the funds. The plan
for projected funding levels of program year 1984 activities makes it necessary
to transfer funds among various accounts.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I. The sum of $850,000.00 is hereby transferred for
the program year commencing January 1, 1984, to be approved by the United States
Department of Housing and Urban Development, and as set forth below:

SECTION II. No costs will be incurred or funds expended
for any of the activities in this ordinance prior to an official release of
funds received from the United States Department of Housing and Urban
Development as may be required.

effect from and after its passage by the Common Council and approved by the
Mayor.

This ordinance submitted for your consideration would transfer
$850,000 of Community Development Block Grant Funds from program years
1981, 1982, and 1983 to program year 1984. This transfer of funds is
part of the 1984 C.D.B.G. Application that will be submitted to the
Department of Housing and Urban Development.
I want to bring to your attention the $450,000 being transferred to
1984 Unspecified Local Option funds. This amount represents $150,000
for the Commercial Rehab Revolving Loan Fund and $300,000 for the
Economic Development Capital Fund. The $450,000 consists of 1983
program income in excess of what was projected and prior program
years' funds. I will not request appropriation of these funds to the
activity until a specific project has been considered. I am not
increasing the U.L.O. for 1984 but rather must wait until projects are
on line prior to appropriating funds for the Commercial Rehab
Revolving Loan Fund and the Economic Development Capital Fund.
