Dear Ms. Davis:
At its May 14, 2024 meeting, the Board of Public Works approved the application for the
temporary placement of a sign in the name of Curtis Walton Blvd. at the intersection of
Washington St. and Lombardy Dr.
Pursuant to the application, a fee of $200 is required for each sign. Currently, there is an
outstanding balance of $50. The payment should be made to the City of South Bend. Once this
amount has been paid, the City will manufacture and install the signage at the designated
location(s). Per the Board of Public Works new policy on honorary street signs (Resolution No.
58-2022), the approved sign may remain in place for a period not to exceed Five (5) years.
Please contact Denise Miller, Customer Service Coordinator, Street Department, at (574)
235-5939 to coordinate the time and placement of the sign(s).

✓ A statement of not less than 500 words describing the significance of the person being honored. The
statement should include detailed information about the proposed Honoree summarizing the Honoree's
accomplishments, connection to South Bend , Indiana, and reasons as to why the person should be
publicly recognized.
✓ A petition or support for the proposed Honorary Sign . The petition should be signed by not less than 200
residents of the City of South Bend and must include the name, address , age, signature, and date of
signing . [Note : All information on the petition must be legible in order to be considered.]
Upon submission of the Application, please allow eight (8) weeks for staff to review, and
presentation to the City's Board of Public Works for final action. A letter will be sent to the applicant
indicating the Board's decision. In the event that the Application is denied, the Fee will be refunded to
the Applicant.

On behalf of myself, Council Woman Ophel ia Gooden-Rodgers, Sy lvia Johnson and Ke ll y Cross, we are
submitting this application requesting an honorary street sign for Mr. Cu11is Walton who passed away on
Monday, August 28, 2023 at the age of 78.
The late Curtis Walton joined the South Bend Police Department in December of 1973.
Just a few years into hi s career, he was honored with the "Outstand ing Poli ceman of the Year" award.
Walton was promoted several tim es a t SBPD , retiring as a Lieutenant in 1999.
After retirement, he worked for the IU South Bend Police Department, the County-City Building and
Kennedy Academy.
Cu11is also received the Key to the City from Mayor James Mueller on Augus t 2 1, 2022. Mayor Mueller
supports this request and t hanked Mr. Walton for hi s service to South Bend and over IO years of bringing
t he commun ity together at his back-yard ga the rings on the intersection of Wa sh ington and Lombardy
Streets where he resid ed.

Curtis Walton Obituary
Curtis Walton 78, of South Bend, Indiana, passed away on Monday, August 28, 2023, at home
surrounded by his family. Curtis was born in South Bend, IN to Cullen Sr. and Lilly B. Walton , on August
11, 1945. Curtis or whom some know as "CW" graduated from Central High School. In 1973, he joined
the Police Academy and was sworn into the South Bend Police Department on January 15th, 1974.
Curtis was awarded the honor of 'Outstanding Policemen of the Year' award in 1979. Throughout his
career with the Police Department, he was promoted to several different ranks. In 1999, he retired
from the SBPD as a Lieutenant. After retiring from the SBPD Curtis decided he wasn't quite ready to
stop working. He joined the IUSB Police Department from 1999 to 2011. Once retired from IUSB he
continued working at the County City Building and Kennedy Academy. He was a hardworking man
that loved his family and friends.
Curtis enjoyed watching the Indianapolis Colts, but he LOVED dancing. You could always find him on a
dance floor. He was known for throwing a yearly 'Leo Party' that brought many people in the
community together to celebrate. Curtis was a Lakeside Legend and because of who he was Lombardy
street will never be the same . He was well known for his positive impact throughout the community
and he will be greatly missed.
Curtis leaves behind to cherish his memory his beloved children Curtis Jr. (Rochell) Walton, Kelly
Cross, Todd (Rebecca) Hill, Meeka Randles, and Addistasha 'Jenny' Walton; Grandchildren, Denicka,
Jessica, Jasmine, Darrius, Diamond, Trey, Isaiah, Tyrian , Dasan, Mekaiya, Demauri, Meyani, Camira,
and Carmelo; Twin Brother Cullen Walton Jr.; Significant other Sylvia Swanson ; Bestfriends, Ray
Campbell , Johnny Rodgers & John McCullum and a host of great-grandchildren, nieces, nephews, and
cousins. He was preceded in death by his father Cullen Walton Sr., mother Lilly Walton, siblings Willa
Mae Walton, Irene Slade, and Patricia Ann Oglesby; Great-niece Stacia Jennings. Arrangements are
