Part 1 – Basic Services is amended to include Section A1.07 – Additional Architectural/Interior Design Services, and shall read as follows: A1.07 Architectural/Interior Design A1.07.01. Design Development (estimated at approximately 8 weeks after approval of the design and budget established from the SD deliverables) A. Prepare a Revit model for coordination with other disciplines and deliver the following: 1. Life Safety and dimensioned floor plans 2. Reflected Ceiling plans 3. Door and window schedules with details 4. Building elevations (street elevation) 5. Roof plan and details as needed for MEP coordination 6. Demolition plans and details 7. Furniture plans showing recommended layout of typical office furniture including conference rooms, offices, and cubicles for coordination with MEP and low voltage consultants. 8. Owner will be responsible for the coordination and ordering of furniture with a third-party furniture vendor separate of this contract. Engineer will provide high level guidance regarding manufacturers, styles, sizes and quantities to the Owner when ordering furniture for the new City Hall during the duration of this Agreement with the goal being to identify a grouping of furniture or vendors that departments can select from for desks, cubicles, conference pieces, and storage to maintain consistency between floors. The Owner has a Qualified Purchase Agreement (QPA) with Office Interiors. An allowance has been indicated for this scope. Engineer will notify the Owner prior to exceeding the allowance amount. 9. Alternates included from the Schematic Design submittal as approved by the Owner are 1, 2, 3, 5, 6A, 13, and a new alternate to remove the existing School Board podium and replace it with a new podium. Construction Documents (estimated at approximately 8 weeks after approval of the design and budget established from the DD deliverables) will be completed and provided to bidders to complete the work scope and submit for bidding and local permit (South Bend) approvals. Engineer will prepare a package to submit to the State for a construction design release (CDR). A. Coordinate with the Owner to identify general quantities, sizes, and types of signage to be included in an allowance for bidders. An alternative to this would be if the Owner selects a third-party signage vendor to develop a signage package during the design phase to be bid, in which case Engineer will coordinate with that preferred vendor as well. An allowance has been indicated for this scope. We will notify the Owner prior to exceeding the allowance amount. B. Attend biweekly virtual coordination meetings with Owner and design team. C. Attend final construction document review meeting in-person with Owner. A1.07.03. Permitting and Bidding A. Address comments received during preliminary reviews with the authorities having jurisdiction (AHJ) B. Prepare expedited electronic submittal to Indiana Department of Homeland Security (State) and City of South Bend (City) as the AHJ. GC/CM to coordinate permit issuance and filing/review fees associated once AHJ has formally approved project. C. Review shop drawings and material selections submittals for the portion of work designed and specified by Engineer. Review of submittals shall be for general conformance with the information given and design concept expressed in the Contract Documents. We will review submittals up to two times for conformance with design. Additional reviews may be requested by the Owner or General Contractor as an additional service. Submittals will be reviewed within ten (10) business days of receipt unless noted otherwise. All scope of services during the construction phase are based on an assumed eight-month long construction period. CA services required after that time will be available as an additional service. C. Prepare documentation regarding clarifications, additional instructions, and changes to the work as construction progresses. Requests for information will be reviewed within five (5) business days of receipt unless noted otherwise. D. Make site visits at intervals appropriate to the stage of construction to observe and become generally familiar with the quality and the progress of the construction work relative to elements designed and specified by American Structurepoint. We have included a total of up to eight (8) architectural job-site visits by one (1) staff for construction observation. E. Issue one (1) punch list from the final job-site visit. Once the punch list has been completed, a certificate of substantial completion will be issued to the AHJ for a certificate of occupancy. Punch list or deficient items with any associated costs can be attached to the substantial completion document. F. At the client’s request, provide Record Drawings as an additional service incorporating the design elements prepared by American Structurepoint. (Note: Record Drawings are not considered “As-Built” drawings. Preparation of “As-Built” drawings is the responsibility of the Construction Manager or General Contractor.) A1.07.05. Reimbursable Expense Allowance A. A reimbursable expense allowance has been included for the project. This allowance will cover travel expenses for same-day trips during the design and construction phases as well as State submittal fees. Building permit fees will be the responsibility of the General Contractor and are not included herein. The Owner will be billed for all expenses under this allowance as they occur and will be notified by Engineer when expenses approach the amount indicated herein. 2. Part 1 – Basic Services is amended to include Section A1.08 – Additional Mechanical, Plumbing and Electrical Services, and shall read as follows: A1.08 Mechanical, Plumbing and Electrical Engineer will engage Advanced Engineering Consultants (AEC) as the MEP design engineer based upon the attached proposal (Attachment 1). 3. A1.09 Low Voltage Engineer will engage Korda/Nemeth Engineering, Inc. as the Low Voltage design engineer based upon the attached proposal (Attachment 2). 4. Part 2 – Project Schedule is revised and shall read as follows: PART 2 – PROJECT SCHEDULE A detailed project schedule will be developed based on the Owner’s review process along with the timing of SBCSC’s relocation to another facility. Since this project will have multiple phases and submittals, the overall schedule may be impacted by the response time of the city and state agencies. Initial understanding is that SBCSC plans to move out by June 2024, so ideally CDs would be ready to bid and award by that time. That would allow renovation work to commence mid-year 2024 with that scope of work to be determined, but the City would envision being able to move into the facility in the summer of 2025. A detailed project schedule will be developed based on the Owner’s review process along with the timing of SBCSC’s relocation to another facility. Design Services: AEC-ME will provide engineering services necessary for the scope of work. Design services will include design, documentation, and coordination with the owner. Construction documents will be prepared reflecting the requirements of the project, design calculations and applicable code research. Base Scope of Work: AEC-ME’s scope of work for this project includes the design of mechanical, electrical, plumbing systems, and fire protection associated with the partial renovation of the building. We understand the existing office building is approximately 60,000 SF. The project is renovating the floor plans. Roughly 20,000 SF of the building is being renovated (roughly 70% @ the 1st floor and 50% on the upper 5 floors). We understand the MEP systems are in fair-to-good condition and do not need replacement. Our scope of work is to rework and supplement the existing systems but not replace the existing mechanical, plumbing, fire protection, or electrical service gear unless noted below. We understand there are no MEP/FP drawings for the building. Without a basis for systems, this will require us to field survey all equipment, survey above ceilings, etc. We have included in our fee additional time to complete this exhaustive surveying effort needed. We will use the initial assessment to help develop construction documents. We understand the construction budget to be approximately $6.5 million. We understand our design efforts will start in Q2 of 2024 and construction will begin around Q3/Q4 of 2024 and be completed within eight months. Our proposed services and fees are valid for 90 days from the date of this proposal. • HVAC: Design of a heating, cooling and ventilation system is based on reusing the existing HVAC systems and rezoning to coordinate with renovated floor plans. From the Assessment/study, we understand we will be replacing the terminal boxes and adding additional boxes. Associated building automation controls will be updated for these units. The design will meet the requirements of ASHRAE 90.1, which will be validated using ComCheck. • Electrical: Design is anticipated to reuse the existing electrical gear, back-up power/generator, and associated base building electrical systems. Our scope will redistribute the existing panels for new circuiting. As part of the assessment & SD package, we plan to reuse existing fixture in existing areas and add new fixtures & lighting controls in renovated areas (approximately 30% of building area. As part of an alternate, we will provide an additional design to replace all the lighting fixtures and lighting controls for the entire building. We review if some back of house fixtures/controls can be retained during design. Exterior lighting will be confined to replacing existing lighting on the building as an alternate. No site lighting is anticipated. Based on scope, we are not anticipating any electrical site work or coordination with utility companies. The elevators are being upgraded, for which we have already completed much of the design work. No additional work for the elevator is anticipated. Compliance with the energy code will be validated using ComCheck. • Fire Alarm: Our design is based on extending the existing fire alarm system. • Technology Systems: All low voltage systems design to be provided by Korda and AEC-ME shall coordinate all required power, grounding and raceway as needed to meet the design. Low voltage systems include Technology, A/V, Security and Access Control. • Fire Protection: We anticipate extending the existing system to renovated areas. The final sprinkler layout will be provided by the selected Fire Protection contractor. • Plumbing Systems: The plumbing system design is anticipated to be limited to adding several restrooms on the first floor and smaller ones on upper floors. We anticipate reconnecting to existing domestic water, sanitary, and vent pipes within the building. Plumbing scope will include all interior systems. No exterior plumbing is anticipated based on prelim plans. • Construction Administration (CA): CA services will include assistance answering RFI’s, shop drawing reviews, and site visits during construction. Review Meetings and Site Visits: AEC-ME’s engineering services will include participation in meetings and anticipated site visits listed below. Additional site visits can be provided for an additional fee. 1. Kickoff Meeting: (1) Meeting anticipated. 2. Site investigation: We anticipate up to (4) site visits to verify & document the existing systems and propose solutions. 3. Design Meetings: We anticipate up to (7) design meetings, (5) of which we anticipate being virtual. We anticipate these meetings being local. If needed, we will attend up to 2 owner meetings in South Bend. 4. Construction Administration / Site Visits: We anticipate up to (5) site review meetings / visits. 5. Punch List Visits: We anticipate up to (1) site visit to review contractor’s punch list. Contractor punch list to be provided prior to final visit. It is understood the model is not intended to be an exact and complete three-dimensional representation of how the Contractor will route and locate utilities and equipment. Modeling of existing conditions will be limited to the extent required to produce 2D contract documents. Specifications will be prepared using Microsoft Word and will be delivered in a PDF format. 1. Pursuit of USGBC LEED certification, Energy Star, or other sustainability certifications. 2. Value Engineering after owner approval of deliverables as noted above and changes that require re- design. 3. Printing and plotting of drawings except for our own use. 4. Preparation of record documents from as-built mark-ups or files provided by contractors or verifying the accuracy and completeness of same may be furnished as an additional service. 5. Energy modeling. 6. Renewable Energy Design. 7. Electrical Vehicle (EV) design, coordination, and owner collaboration. 8. Existing equipment inventory. 9. Additional meetings. 10. Addition submissions. Assumptions: 1. Floor plans will not have significate changes beyond schematic design phase. If significant changes are made, AEC-ME will have a minimum of (3) weeks to adjust their drawings to ensure they are fully coordinated as well as an additional fee if significant redesign is required. 2. This fee proposal is based on a construction budget as noted above. If the construction budget is increased this will likely have an impact on the effort required by AEC-ME and result in additional services. 3. The life safety plans (including occupancy separations, fire assemblies, fire/smoke separations and path of egress) and coordinated RCP will be determined by the Architect and provided to AEC-ME at, or prior to, completion of Design Development phase. 4. Permits and application fees will be by others. 5. Project will be Bid in a single phase and one package. Cost estimating will be completed by others outside this contract. AEC-ME will provide review of the opinion of probable costs at conclusion of DDs. Further reviews of budgets or cost estimates associated with the design are not included in this fee. 7. Floor plans and occupancy information will be made available for our use. 8. If air or water flow and temperature information is required, it will be provided by the owner or services will be procured by a 3rd party. We have not included any fee for this. 9. The design of a commercial kitchen is not anticipated for this project. 10. A complete list of Owner-furnished equipment will be provided to AEC-ME, along with utility connection locations, utility loads, heat dissipated to the space, disconnect requirement, start-stop controls, and other contractor coordination issues, prior to 25% completion of construction documents. Information on occupancy, loading, and associated personal/office equipment for each space will be provided to AEC-ME prior to completion of the Design Development phase. 11. Documents prepared by the Engineer will be prepared based upon reasonable assumptions derived from existing information provided by the Owner and from limited observation of accessible and visible existing conditions by the Engineer without the benefit of extensive field measurements and investigation prohibited by expense and inconvenience to the Owner. It is understood and agreed that unforeseen conditions uncovered during the progress of the project may require changes in the project, resulting in additional cost and delay. 12. Coordination with technology utility service providers and any service options and or plans, their requirements, deliverables, and schedule is anticipated to be by others. 13. We anticipate REVIT model will be hosted on Autodesk’s BIM 360 cloud to aid in efficient loading and coordination of working model. 14. Arc Flash and Electrical power systems coordination study are not included in this proposal. Compensation: In consideration of the Design Services and the Project Scope, AEC-ME shall be compensated the following lump-sum amount. The exploratory phases have been completed. This includes the DD, CD, Bidding, and CA phases of work. The project, as we understand it, is a renovation to the existing building at 215 Doctor MLK Jr Blvd, South Bend, IN 46601. Its size is described as 60,000 gross square feet of remodeling. Estimated construction cost is $7M, excluding Owner's contingency. In making this proposal, we considered the documents you provided us, namely, South Bend Admin existing drawings (2023-07-17), Revised Plans (2024-02-12), and the comments from Owner based on the SD narrative and pricing. We propose to provide basic engineering services for the following: • Technology engineering services are based on the following assumptions: • Voice/data structured cabling, equipment racks, outlets, and specifications • Audio/Visual Systems: room schedulers only. Our Scope of Services will be as described in the Standard Form of Agreement between Architect and Consultant (AIA Document C401-2007), Articles 3 and 4, except as specifically modified by this proposal. For the purposes of this proposal, we estimate that four (4) man-trips to the site by us will be required to render the services described in C401. For these Services, we propose that our compensation be a stipulated sum, invoiced monthly in proportion to services performed and per the following schedule: Design Development 40% Construction Documents 40% Bidding or Negotiation 5% Construction Administration 15% Total Stipulated Sum Fee $23,500 Changes in Service are as described in C401, Article 4. They will be invoiced at our standard hourly rates, as described below. Our standard hourly rate for principals is $230/hour. Rates for all other employees are currently 2.1 times direct personnel expense (DPE). DPE means the direct wages at the time the service is rendered, plus approximately 48% for the company's cost of statutory or customary fringe benefits. DPE and other overhead costs vary over time and are adjusted periodically. Our fees for services, as proposed above, include our ordinary project expenses (computers, in-house printing, phone, postage, etc.). However, extraordinary expenses are not included. If any are required, they will be Reimbursable Expenses, billed to you at our actual cost plus 10%. Examples include: • Transportation and subsistence for authorized out-of-town travel, • Fees paid for securing approval of authorities having jurisdiction, • Printing of document sets for Owner review, permits, or bidding. Authorization by the Client to proceed, whether oral or written, constitutes acceptance of all terms and conditions of this Proposal/Agreement, without modification, addition, or deletion.
