• -9% OVERALL REDUCTION IN PART 1 CRIMES IN 2023.
• 139 4,4. AGGRAVATED ASSAULTS IN 2023 COMPARED TO 2022.
• THE ONLY PART 1 CRIME INCREASE WAS RESIDENTIAL BURGLARY 466 TO 489 (+23 incidents
FROM 2022).
• Homicide= -8%. Rape= -2%. Robbery= -20%. Agg. Assault= -10%. Burglary Res.= +5%.
Burglary Non-residence= -22%. Larceny/Theft= -7%. MVT= -14%. Arson= -22%.
STATISTICS 2023 (TRANSPARENCY HUB...a . k.a . "the Hub")
• 92,136 CALLS FOR SERVICE (CFS) in 2022 with 16,999 case reports and 1,775
arrests.
• 101,582 CFS with 16,992 case reports and 2,550 arrests in 2023. In 2023 we
added total police reports (including additional reports) which totaled= 33,774.
• 96 USES OF FORCE. COMPLAINTS ON UOF. The past 5 years = 0.07% OF
ALL INTERACTIONS RESULTED IN UOF.
• 60 TOTAL COMMUNITY COMPLAINTS. 06* ADMINISTRATIVE
INITIATED COMPLAINTS.
• SUSTAINED COMMUNITY COMPLAINTS = 6%. ADMINISTRATIVE INITIATED
COMPLAINTS SUSTAINED = 63%.
• 44 COMMENDATIONS RECEIVED ONLINE (many include multiple officers).

Mental Health Response
• 1,154 Crisis responses, totaling 75K personnel hours in 2022.
• There were 1,580 Mental Health/Crisis Calls for Service (CFS) in 2023,
approximately 80K personnel hours.
• Mobile Response Team hours now Mon-Sat (some weekend hours) 8AM-8PM.
• 9-8-8 is 24/7 operational via PSAP.
• The BHCC is now open 23 hours a day, M-F 8a-8p currently.
• 31 Peer Support Team members. 2022= 115 contacts, contacts in 2023.
NOTABLES :
= Citizen's Police Academy graduates. Adding a 2nd class (spring and fall) in 2024
• National Night Out.
• Neighborhood meetings (all) plus 12 (monthly) apartment complex management meetings.
• Monthly Crime-Stat meetings (3rd Wednesday of every month) X12. Back to and out of school cookouts.
• Cops-n-Goblins= 7,500 with a record 120 vendors, partnering with the SB Cubs.
• Police Athletic League (PAL)= 1,642: Boxing, all sports camp, swim/first aid lessons, tennis, Yoga, tutoring,
mentoring and Women's self-defense. All free!
• Toys-for-Tots and nearly 100 other special events (NDFB and other ND events as well).
• Santa's "Elficers"= over 400 kids!!
• SBPD Food Pantry and necessities drive.
"drug letters" sent, 32 Nuisance warning stage.

STAT I ST I CS
• 16,062 total training hours plus 33 Regional Academy classes hosted (514 total sworn L/E attended our
facility), including; 'Stop the Bleed'/CPR/First Aid/Narcan, CIT, Wellness/Peer Support, State Mandates
(human trafficking, autism, Domestic Violence, Alzheimer's, Mental Awareness, Below 100, Customer
Centered Community Policing). Simulator includes de-escalation scenarios. All new hires required Implicit
Bias training. Every officer = Psychological Compliance and De-escalation, Mental Illness and L/E Crisis
Response.
• NOTABLE: Hired 51 officers in 2022. A 143% increase over 2021 (hired 21 in 2021), and the largest hire and
most diverse amount in at least 36 years; hired 28 in 2023. Start to hire = 4-6 weeks...prior it was 4-6
months, often longer. The next one day hiring event is April 20th, 2024.
• Guns recovered = 538 in 2022...730 in 2023.
• Custom Notifications (SBPD only-n/c SAVE team) = 118 in 2022, 153 in 2023.
STATISTICS Continued . . .
• K-9 = 41 demonstrations/presentations. Recovered 28,709 grams of
marijuana, 997 grams cocaine, 1,002 grams heroin/fentanyl, 11,967
grams meth, 10 grams ecstasy and almost $370K seized dollars.
• SFU = 150 search warrants plus proactive gun/drug/gang/group
focus totaled 192 recovered firearms, 118 pounds of marijuana, 55
pounds of cocaine, 104 pounds of methamphetamine, 9 pounds of
heroin/fentanyl (including 9,500 fentanyl-based pills), and $483,693
in currency.
• CST's processed 1,468 scenes between 17 Techs; 6 certified CSI .
• Detectives investigated 4,365 cases overall with a 45% solve rate, 377
arrests, and 910 cases forwarded to Prosecutor for charges.

• REAL TIME CRIME CENTER (RTCC)
• Investments in public safety technology and infrastructure to support real-time analysis (SST/SoundThinking,
and Connect (missions), Flock, "SyncSouthBend" (camera program), and FUSUS.
• Two additional crime analysts hired and started Q2 of 2022, another hire in February 2024.
• We now have 1,284 (756 integrated) cameras participating in our program.
• RTCC is operational 16 hours a day. Worked 601 requests (359 SBPD requests) and 47 FUSUS camera reviews.
• 25,730 SST Connect Missions completed in 2023.

SBPD Crime Lab
• 470 latent print exam cases performed resulting in 298 searches and
75 confirmed responses.
• Ballistics Lab worked 235 cases, with 21 court testimonies. 2,671
items of ballistic evidence processed . 4,789 casings processed solely
from South Bend. 749 firearms processed for South Bend and 573
firearms processed for other agencies for a total of 1,322 firearms
processed.
• The processed firearms produced an impressive number of 705
potential leads for Detectives. Our ballistics lab received National
recognition (ATF) and awards for less than 24-hour turnaround
processing time, and in the top 5 in the nation for leads.
