Council President Sharon McBride called to order the Informal meeting at 5:05 p.m.
Discussion of Council Agenda
The invocation will be given by Pastor Jim McKinnies of Christ Temple Apostolic.
Report from the Sub-Committee on Minutes regarding the minutes for the January 22, 2024,
August 28 , 2023, April 24, 2023, April 10, 2023 , and November 14, 2022 Common Council
meetings .
There is no special business.
The Council will hear Mayor James Mueller give an annual address.
The Committee of the Whole will hear Bill N o. 0 7-24 (favorable recommendation from the Zoning
and Annexation Committee), Bill No . 08-24 (favorable recommendation from the Zoning and
Annexation Committee), and Bill No . 09-24 (favorable recommendation from the Community
Investment Committee).
The Full Council will give Bill No . 0 7-24 , Bill No . 08-24 , and Bill No . 09-24 a third (3 rd ) reading .

There are no resolutions.
After a first (1 st) reading , Council President McBride will entertain a motion to send Bill No. 10-
24 to the Council Rules Committee for a public hearing and third (3 rd ) reading on February 26,
2024.
After a first (1 st) reading , Council President McBride will entertain a motion to send Bill No . 11-
24 to the South Bend Planning Commission on March 4, 2024 , and to the Zoning and Annexation
Committee for a public hearing and third (3 rd ) reading on March 11, 2024 .
After a first (Pt) reading , Council President McBride will entertain a motion to send Bill No . 12-
24 to the Personnel and Finance Committee for a public hearing and third (3 rd ) reading on February
26, 2024 .
The Council will be asked to share any unfinished business.
The Council will be asked to share any new business.
There will be a privilege of the floor , and then the meeting will be adjourned.
Update and Announcements
The Youth Council orientation meeting will be held at 5:30 p.m. in the informal conference room .
