Persons in attendance included the following individuals representing the following entities : Rachel Tomas Morgan Bob Palmer Tim Corcoran Kylie Connell Danica Kulemeka Matthew Neal Sheriff Bill Redman Sergeant Jarveair Bourn Rob DeCleene Brantley Taylor Gwen O'Brien Daniel Jung Adam Debeck Marie Oliva South Bend Common Council Council Attorney Department of Community Investment Legal Department City Clerk's Office City Clerk's Office SBPD SBPD IUSB Ivy Tech Notre Dame Notre Dame Holy Cross Holy Cross Sheriff Bill Redman gave a brief update regarding public safety on campuses , stating that there had been a few reports of stolen bicycles , Committee Chair Tomas Morgan stated that the South Bend Fire Department (SBFD) worked with volunteers this past weekend to hand out and install smoke detectors in the northwest region of South Bend. Last Fall, Tim Sexton suggested that the Community/Campus Advisory Coalition hear from the Department of Community Investment , as well as South Bend' s campuses regarding upcoming plans for Downtown South Bend . Tim Corcoran, Director of Planning, with offices on the 14 th floor of the County-City Building, presented some of the projects the Department of Community Investment (DCI) is currently undertaking. DCI is working on a trail leading from Downtown South Bend to Notre Dame and 1 has already completed a few sections of the project. The City has begun workshopping ideas for its Downtown South Bend Plan. South Bend has many other projects in the works as well: Four Winds Field , the Monreaux , Diamond View Apartments , Studebaker Administration Building, Beacon District, Morris Performing Arts Building, Tribune Building, Lafayette Building, Soma Lofts, a pedestrian bridge , and new trail connections. Rob DeCleene requested clarification regarding the location of the pedestrian bridge. Tim Corcoran stated that the exact landing points of the bridge have not yet been determined , but that it will run roughly from Madison Street to Marion Street. Committee Chair Tomas Morgan requested information regarding the City 's plans for the area around the Crowe LLP building. Tim Corcoran stated that the area around the Crowe LLP building is loosely referred to as the River West Development Area . In the 1950's and 1960's there was an attempt to renew the area , and while many demolitions occurred , the City would have liked to have seen more idealistic development in the newly cleared areas rather than the suburban office buildings that are there today. There are currently developers looking to transform some of the buildings in the River West Development Area. Rob DeCleene gave a presentation regarding the new Center for Innovation and Entrepreneurship at Indiana University South Bend (IUSB). IUSB moved its bookstore to a more visible location on campus , which helped to create more space in Northside Hall for the Center of Innovation and entrepreneurship. The goals of the new center are to connect, inspire and engage. The new center will proactively work to keep graduates in South Bend. IUSB has a few programs in the works: a K-12 Launch Pad , an Entrepreneurship Ambassadors Program, and an Entrepreneurship Certificate Program. IUSB will be hosting the 2024 University Economic Development Association Summit October 6th -9 th . Brantley Taylor stated updates and projects from Ivy Tech. Ivy Tech is installing LED lights in their parking lots , preparing for their Summer Bash, preparing for their Juneteenth celebration, and hosting a Toy Drive later this year. Enrollment at Ivy Tech is up seventeen point nine percent (17.9%) from last year. Ivy Tech is continuing to support their Ivy Achieves Program and their Ivy Cares Program. Ivy Tech is hosting their Human Library event on April 11, 2024. Ivy Tech recently had their Mocktails and Mock Interviews event and has their All Majors Career Fair coming up on April 1, 2024. Ivy Tech's Success Strategies Workshops are open to the public and occur every Monday for eight (8) weeks. Adam Debeck stated updates and projects from Holy Cross. There are plans to propose a new residence hall at Holy Cross to help accommodate the twenty-one percent (21 % ) growth in enrollment. Holy Cross is hosting some Living Matthew Twenty-Five (25) events , working with St. Margaret's House , and introducing students to businesses in South Bend. Senior business students are working on consulting projects alongside the City , and Holy Cross is working to model that in other programs on campus. Holy Cross is exploring new opportunities with the Northern Indiana Consortium for Education program (NICE) which would allow Holy Cross students to take coursework at Ivy Tech, IUSB , Bethel , and other campuses. Committee Chair Tomas Morgan requested information regarding the Lily Grant Proposal. Adam Debeck stated that the Lily Grant proposal has been submitted for Holy Cross , which would be an opportunity for the college to extend their borders into Downtown South Bend. There was some feedback that there may need to be more exploration into the name. If the project is funded Holy Cross would be looking at how to offer complimentary training in the 2 I entrepreneurial sector. Holy Cross has a program at the Westville Correctional Facility , in association with Notre Dame 's Prison Education Program (PEP), which seeks to offer associate and bachelor 's degrees to men in prison. Gwen O'Brien gave updates and information regarding projects occurring at Notre Dame. Notre Dame's Scott Ford is leading the investigation regarding the assessment of the Tribune building. The plans for the Veldman Family Psychology Clinic are ongoing. Notre Dame's William J . Shaw Center for Children and Families will eventually relocate to the new Veldman's building. Three (3) plots of land were donated by Notre Dame to the Northeast Neighborhood Revitalization Organization . Tim Corcoran stated that a trail is being incorporated around the Burke Golf Course which will help to connect other trails on campus. Daniel Jung stated that student government is wrapping up their term for the year, and the new student body president and vice president are planning on being at the next CCAC meeting. The Back the Bend event was successful with about five hundred (500) attendees visiting about twenty (20) different community partner sites . The Taste of South Bend event is coming up soon where about eight (8) local restaurants will be going to Notre Dame's campus and giving out free food to students. Committee Chair Tomas Morgan requested the colleges send in the names and contact information for their new student leaders. Adam Debeck stated that Holy Cross's student leaders remained the same, and only swapped titles. Committee Chair Tomas Morgan stated that in April the CCAC will have a deeper discussion regarding South Bend 's Climate Action Plan , as well as the climate action plans of campuses. South Bend ' s Office of Sustainability will present. Chair Tomas Morgan adjourned the meeting at 4:33p .m.
