Annual Board of Finance meeting where the South
Bend Common Council convenes as a local Board
of Finance to elect its officers and hear the City
Controller's Annual Investment Report.

Board of Finance President Lori Hamann called to order the Board of Finance meeting at 4:03
p.m. Sh e proceeded to ask for Attorney Bob Palmer to go over the background information
concerning the Board of Finance's purpose.
Councilmember Lori K. Hamann nominated herself to serve another year as President of the Board
of Finance, which was seconded by Councilmember Rachel Tomas Morgan and carried by a vote
of seven (7) ayes.

Councilmember Sheila Niezgodski nominated Councilmember Rachel Tomas Morgan as the Vice
President of the Board of Finance, which was seconded by Board of Finance President Lori
Hamann and carried by a vote of seven (7) ayes.

Benjamin Dougherty, Interim City Controller with offices on the 12 th floor of the County-
City Building , and Paul Gifford, the Chief Investment Officer of First Source Bank, with
offices at 100 North Michigan Street, South Bend, IN , gave a PowerPoint presentation
concerning the annual investment report .
With no further business, President Lori K. Hamann adjourned the Board of Finance meeting at
4:23 p.m.
