Somaschini is classified as a metal finisher covered by 40 CFR 433.17 (PSNS) due to the quality control of Nital Etch process. Somaschini does not discharge the categorical wastestream, and instead hauls it off site. Currently Somaschini is a zero-discharger. The Industrial Discharge permit does include provisions if Somaschini decides in the future to discharge the categorical wastestream. Facility Description Somaschini North America, LLC (Somaschini) machines steel gears. A small sample of gears are tested for quality after grinding using a process called Nital Etch. The Nital Etch process consists of acid etching of the steel gears to identify burning on teeth of gears. Nital Etch is the application of acid to the metal gears which alters the surface of the metal. This process constitutes as metal finishing. 2. Discharge Description Somaschini currently chooses to have zero discharge. All wastewater, solvents, coolants, and oils are contained and shipped off site. Average generation of wastewater per month is 20 gallons, maximum generated is 30 gallons per month. 3. Sample Site Description Somaschini does not currently have a designated sample site or control manhole because there is no process discharge, wastewater, solvents, coolants, and oils are contained and shipped off site. 4. Wastewater Treatment There is no wastewater treatment due to all wastewater is shipped off site. 5. Classification Somaschini is classified as a Categorical Industrial User (CIU) as defined in the South Bend Municipal Code. Specifically, Somaschini is classified as a metal finisher covered by 40 CFR 433.17 (PSNS) due to the quality control Nital Etch process. 6. Calculation of Limits Limits are applied without modification from 40 CFR 433.17 (PSNS) to the process flow, which is categorical, unless local limitations are more astringent. 7. Monitoring Frequency Monitoring frequencies are based on South Bend’s US EPA approved Industrial Pretreatment Program monitoring plan. As long as there is zero industrial wastewater discharge, Somaschini will submit monthly certification of zero discharge. See this industrial wastewater discharge permit for details. 4 8. Industrial Operator Certification Requirement in the Event of Industrial Wastewater Discharge Operator Certification Requirement: A-SO Industrial operator certification requirements are based on the criteria listed in Indiana Administrative Code, Title 327, 5-22-5. Sample port and collection location is to be determined. See below, Part V (B), of this permit. 2. Any discharge of water or waste having a pH lower than 6.0 S.U. or a pH higher than 11.0 S.U. is prohibited. If “Report” appears on the table, it has been determined that an allocation of this pollutant is not necessary. The permittee shall compare any monitoring data for these pollutants with the screening table in Part I (3) below. If pollutant concentrations above the screening levels are observed, a local Daily Maximum and/or Monthly Average limit may be developed for that pollutant. For pollutants that do not have local limits in the table above, the permittee is still required to comply with any applicable categorical standard, below. Daily Maximum Limit means the maximum allowable discharge limit of a pollutant during a calendar day or any 24-hour period that represents a calendar day. Where Daily Maximum Limits are expressed in units of mass, the daily discharge is the total mass discharged over the course of the day. Where Daily Maximum Limits are expressed in terms of a concentration, the daily discharge is the arithmetic average measurement of the pollutant concentration derived from all measurements taken that day. In the case of samples collected by the grab method, the daily maximum shall be applied as an Instantaneous Maximum Allowable Discharge Limit or as an Instantaneous Minimum Allowable Discharge Limit as follows: i. Instantaneous Maximum Allowable Discharge Limit – shall mean the maximum concentration or loading of a pollutant allowed to be discharged at any time, determined from analysis of any discrete or composite sample collected, independent of the industrial flow rate and the duration of the sampling event. ii. Instantaneous Minimum Allowable Discharge Limit – shall mean the minimum concentration of a pollutant allowed to be discharged at any time, determined from analysis of any discrete or composite sample collected, independent of the industrial flow rate and the duration of the sampling event. The lower pH limit is applied as an Instantaneous Minimum Allowable Discharge Limit. b. Monthly Average Limit means the maximum allowable average of daily discharges over a calendar month, calculated as the sum of the concentrations of all daily discharges measured during a calendar month divided by the number of daily discharges measured that month.
