Klosinski, P.E., Assistant City Engineer SUBJECT: 123-031 WWTP DAF Building Improvements Amendment No. 1 (PROJ00000435, PO-0025188) DATE: April 2, 2024 The Division of Engineering and the Division of Wastewater recommend the Board of Public Works approval of an Amendment to a Professional Services Agreement with Black & Veatch Corporation for additional design services for Project No. 123-031 DAF Building Improvements. Amendment Scope During evaluation of existing equipment in the preliminary design phase of the contract, the existing polymer system was identified to be undersized for the amount of polymer that will be required for the equipment replacing the Dissolved Air Floatation (DAF) equipment at the Wastewater Treatment Plant. Equipment selection for the new equipment will include new Gravity Belt Thickeners (GBT’s). The Gravity Belt Thickeners were evaluated to have a lower capital cost and the existing polymer systems is not capable of feeding the volume of polymer needed for normal operations or high flow conditions. This scope of work includes evaluation of liquid and dry polymer systems and the design of the layout, equipment and controls required to adequately feed polymer to the proposed Gravity Belt Thickener units. This project will be funded through Sewage Works, Wastewater Capital Account 642- 06-605-514-442005. For questions regarding the subject agenda request, contact Jacob M. Klosinski, P.E. AMENDMENT TO OWNER-ENGINEER AGREEMENT Amendment No. _1____ 1. Background Data: a. Effective Date of Owner-Engineer Agreement: July 25, 2023 b. Engineer shall perform or furnish the following Additional Services: Task 101 – Project Management and Administration Provide project supervision, direction, and coordination with the Owner’s management and staff. Project administration and management also includes budget and schedule control, document control, coordination of activities, monthly invoicing, and project close out for administration of Amendment 1. Task 103 – Basis of Design Memorandum The Basis of Design Memorandum will be updated to include design information and project direction for a new polymer feed system, including design criteria, sequencing plan, control descriptions, and other important project design information. Task 104– Design and Contract Document Development Removal of the existing polymer system and design for a new polymer system will be added to the Contract Documents including drawings and specifications, as part of Bid Package 2 (Project No. 123-031B). The polymer system will be a pre-manufactured skid system as appropriate, potentially including tanks, pumps, motors, blenders, controls, and other appurtenances. Engineer will design piping and controls connections, electrical requirements, any necessary structural modifications, and anything additional to make a functioning system. Engineer will analyze estimated capital cost at a budgetary level, based on preliminary design information, and 20-year chemical cost. Engineer will also work with vendors to determine feasibility of each type of polymer. Results will be documented in a memorandum and the City will provide direction before design commences. Task 204 – Shop Drawing and Submittal Review Engineer will review shop drawings and other data submitted by the Contractor for the polymer equipment and associated appurtenances. The Engineer’s review shall be for general conformity to the Construction Contract Documents for the project and shall not relieve the Contractor of any of their contractual responsibilities. b. The Scope of Services currently authorized to be performed by Engineer in accordance with the Agreement and previous amendments, if any, is modified as follows: c.
