Be it remembered that the Common Council of the City of South Bend , Indiana, met in person on
Monday, November 27, 2023, at 7:00 p.m . Council President Sharon McBride called the meeting
to order. Deacon Anne Wietstock of the Cathedral of Saint James gave the invocation.
City Clerk Dawn M. Jones announced: Good Evening, members of the public. For audio quality ,

Orlando Mendez, Transformation Ministries, 1101 King Street, South Bend IN 46616, stated that
Bill No. 62-23 will allow Transformation Ministries to house their dumpsters a distance away from
their commercial kitchen, so they can become in compliance with health regulations.
Transformation Ministries would also like to use the extra space for their mentorship program.
Councilmember Lee asked the Council for comments, and nobody spoke .
Councilmember Lee held the public hearing, and nobody spoke.
Councilmember Tomas Morgan motioned to send Bill No. 62-23 to the Full Council with a
favorable recommendation, which was seconded by Councilmember Lee and carried by a vote

Amani Morrell, Zoning Specialist, with offices on the 14 th floor of the County-City Building, stated
that Bill No. 7 4-2 3 seeks to have the alleyway connected to the property located at 1023 Quimby
Street rezoned to Urban Neighborhood One (Ul). The area is under common ownership and the
owner has elected to have that alley connected to the western parcel.
Councilmember Lee asked the Council for comments, and nobody spoke.

Councilmember Lori K . Hamann stated Bill No . 75 -23 was previously heard in the Zoning and
Annexation Committee and comes to the Committee of the Whole with no recommendation due
to the petitioner having been absent.
Amani Morrell , Zoning Specialist with offices on the 14th floor of the County-City Building, stated
that Bill No . 75-23 requests property located at 1119 North Twyckenham Drive be rezoned from
Suburban Neighborhood One (Sl) to Urban Neighborhood One (Ul). The rezoning is to build
three (3) single family homes instead of two (2) homes.
Terry Lang, the Wightman office, 1402 Mishawaka Avenue, South Bend IN 46615 , reiterated that
the Wightman office is looking to build three (3) new homes in the neighborhood.
Councilmember Lee asked the Council for comments.
Council Vice President Niezgodski asked if the units will be rented out or put up for sale. Council
Vice President Niezgodski also requested clarification regarding the propos ed joint driveway.
Terry Lang stated that the homes will be sold, and that the driveway will be utilized by all three
(3) homeowners as an entrance to the garages in the rear.
Councilmember Lee held the public hearing , and nobody spoke .

Council Vice President Niezgodski stated that Bill No . 77 -23 was previously heard in the Personnel
& Finance Committee and comes to the Committee of the Whole with a favorable
recommendation.
Eric Horvath, Public Works Director, with offices on the 13 th floor of the County-City Building,
stated that he had previously brought this ordinance before Counci l to issue revenue bonds for
sewage works projects, but part of the description had been left out. The EQ Basin hydraulic
bottlenecks were left off the previous description.
Councilmember Lee asked the Council for comments , and nobody spoke.
Councilmember Lee opened the public hearing .
Logan Foster, 1138 College Street , South Bend IN 46628 asked wh at the interest rates are for the
bonds , and asked what the cost of issuance for the bonds is. Logan Foster stated his disapproval of
the bonds and highlighted the City's current debt.
Eric Horvath stated that the bonds have not yet been sold , and that they will be sold through the
State Revolving Fund (SRF) process. The cost of issuance is one hundred and fifty thousand dollars
($150 ,000).
Kyle Willis, City Controller, with offices on the 12 th floor of the County-City building, stated that
most of the bonds will have an interest rate between two point five percent (2.5%) and three percent
(3%).

Council will have swear-ins on December 11, 2023, at the next Council meeting. The swear-ins

Council President McBride stated that she will follow up with Councilmember Davis Jr.
