Agenda: Bill No. 13-23 -Approve 2 Scrap/Metal Licenses
Organizational Meeting
Dr. David Varner opened the Personnel & Finance Committee meeting with two items on
agenda. The first bill 13-23, requests Council approval of two licenses for scrap metal dealers.
These two applications were required to correct deficiencies in their applications as indicated
by Code Enforcement and the SBFD. Kareemah Fowler, Manager of the Ordinance Violations
Bureau accepts and checks compliance criteria of the applications. She recommended
issuance.
On a motion by Valerie Schey, seconded by Karen White and supported by all the bill was
forwarded favorably.
The second agenda item was the annual organizational meeting of the Personnel & Finance
Committee. Dr. Varner began staring the overall goal was to develop a more understandable
open and inclusive budget process. He thought this should begin by defining all funding
sources, their projected amounts and allowable uses.
Karen White said she would like to see an analysis of available TIF funds to include allocation by
councilmanic district.
Valerie Schey agreed, adding that more scrutiny of the Redevelopment Commission was
needed.
Henry Davis said priorities for the use of TIF funds needed to be developed.
Tim Scott said priorities for the Medical TIF and the Airport TIF were needed as well. City
Controller Mark Neal promised cooperation.
Dr. Varner adjourned the meeting at 3:48 p.m.
