Committee Chair Sheila Niezgodski called to order the Personnel & Finance Committee meeting
at 3 :00 p .m.
Bill No. 13-24 -2024-03-11 Ql Budget Transfer Ordinance
Kyle Willis, City Controller, with offices on the 12 th floor of the County-City Building, stated that
Bill No. 13-24 covers budget transfers for various departments.
Committee Chair Niezgodski requested clarity on whether the dollars for the Youth Council budget
are already appropriated , and this is simply categorizing the funds for better accountability.

Kyle Willis stated that yes the Youth Council funds have already been appropriated.
Committee Member Rachel Tomas Morgan reiterated that the Youth Council budget line does not
appropriate any new monies , rather it just allows for better transparency.
Committee Member Karen L. White stated that this will allow the Council to better assess how
effective the Youth Council is financially.
Committee Member Niezgodski held the public hearing .
Logan Foster, 1138 College Street, South Bend IN 46628 , requested clarity on whether there are
new dollars being appropriated , and stated that if there are new dollars being appropriated then
this renders the budget meaningless.
Kyle Willis stated that there are no new dollars being appropriated.
Committee Chair Niezgodski reiterated that the funds for the Youth Council were budgeted for last
year.
Committee Member White stated that Youth Council helps the youth learn more about local
government and provides them with enriching opportunities to explore their interests .
Committee Chair Niezgodski closed the public hearing.
Committee Member Tomas Morgan motioned to send Bill No . 13-24 to the Committee of the
Whole with a favorable recommendation , which was seconded by Committee Vice Chair Troy
Warner and carried by a vote of five (5) ayes.

Bill No. 14-24 -Amended Teamsters Salary

Kyle Willis , City Controller, with offices on the 12 th floor of the County-City Building, stated that
Bill No. 14-24 corrects a scrivener's error.
Committee Chair Niezgodski held the public hearing , and no members of the public spoke .
Committee Member White motioned to send Bill N o . 13-24 to the Committee of the Whole with
a favorable recommendation , which was seconded by Committee Vice Chair Troy Warner and
carried by a vote of five (5) ayes.

Kyle Willis , City Controller, with offices on the 12 th floor of the County-City Building, stated that
Bill No . 15-2 4 would allow title changes for two (2) positions in the Legal Department.
Sandra Kennedy, with offices on the 12 th floor of the County-City Building , stated that the title
changes are necessary and earned , and the raises would be paid for with monies from the seasonal
intern budget.
Committee Chair Niezgodski clarified that the raises are in reference to salary caps , not necessarily
what they 'll be paid right now, and reiterated that there are no new monies being appropriated .
Committee Chair Niezsgodski held the public hearing , and no member of the public spoke.
Committee Vice Chair Warner motioned to send Bill N o. 15-24 to the Committee of the Whole
with a favorable recommendation , which was seconded by Committee Member Tomas Morgan
and carried by a vote of five (5) ayes .

Substitute Bill No. 16-24 -Ql Additional Appropriations
Committee Member White motioned to accept Substitute Bill N o. 16-24 , which was seconded by
Committee Vice Chair Warner and carried by unanimous vote of acclimation.
Kyle Willis , City Controller, with offices on the 12 th floor of the County-City Building, stated that
Bill No . 16-24 appropriates additional funds for certain departmental and city services operations
for 2024.
Committee Member White asked if the funds are soley coming from the general fund , or if they
are coming from separate funds .
Kyle Willis clarified that they are coming from separate departments .
Sheila Niezgodski requested clarity on the timing of the fund requests.
Kyle Willis stated that for some of the appropriations we are asking for funds so they can be spent,
and some of the other appropriations are reimbursments for funds already spent.
Councilmember Dr. Davis asked wh y these appropriations were not accounted for during the
budget process.
Kyle Willis stated that the budget is the City 's best guess with the information they have at the
time , and stated that often grant revenues and donations come after the budget is approved and the
City avoides budgeting for monies they do not yet have .
Committee Member Tomas Morgan stated that additional appropriations are reviewed on a
quarterly basis.
Committee Member Niezgodski held the public hearing and no members of the public spoke .

Committee Member Tomas Morgan motioned to send Substitute Bill No . 16-24 to the Committee
of the Whole with a favorable recommendation, which was seconded by Committee Vice Chair
Troy Warner and carried by a vote of five (5) ayes.
