Title: President Date Signed: 3-15-2024 March 26, 2024 March 26, 2024 Exhibit K1 – Supplemental Scope of Services City of South Bend VPA Athletic Courts (Leeper Park) – Supplemental Services 2024 3-15-2024 The City of South Bend is interested in rehabilitating tennis court facilities at Leeper Park in 2024. Those courts are listed hereafter for reference. We understand an existing water main under the northerly portion of the court facilities failed and has been repaired. However a significant patch now exists within the courts. The City is interested to relocate the existing water main outside the courts to facilitate future maintenance and avoid future impacts to the court surface. The City also desires to reconfigure the northerly court area from six doubles and two singles into seven doubles courts. The City desires assistance to bid the north and south courts at one time as a divisible bid. Separate quantities and costs will be developed for both north and south court areas. Tasks associated with accomplishing the City’s desired objectives is provided hereafter. Also attached is a manhour estimate and indirect costs estimate. Task 1 – Data Collection Preliminary Design WBK will review all existing information including pavement cores and survey data. We will procure and review existing water main information from the City. All asphalt within each court area will be removed to the existing stone base and replaced with a new full depth asphalt surface. Concrete surfaces and existing drainage systems are to remain. Underdrains will be added to facilitate long term durability of the playing surface. All fencing shall be removed and replaced as previously noted on the plans. We will coordinate with the City water department as to the relocation of the water main to include connection type, routing and any valves or hydrants desired for maintenance purposes. We will share preliminary design elements with City staff for concurrence prior to moving into final bid document preparation. Task 2 - 2024 Engineering Plans & Bid Package WBK will update engineering construction documents for a divisible bid package for north and south court areas. We will add water main layout as well as details to the plans set in accordance with City of South Bend Standards. Specifications will be updated to remove unnecessary sections as well as adding those needed to facilitate water main relocation. We will update asphalt and court surfacing specifications and construction testing requirements based on prior field experience with he City. will also update project quantities and cost estimates for this work. All work will be reviewed internally and submitted to the City for review prior to finalizing construction / bid documents. We will prepare a Water Main General Construction permit as required by IDEM. Limited bid assistance is included for the 2024 bid package. Task 3 – 2024 Construction Support This task includes review of shop drawings materials certifications and catalog cuts to ensure compliance with the plans and specifications. Reviews will be coordinated to facilitate the contractor’s construction schedule. Formal review and documentation will be provided to the City for each submittal. Also included is field support on concerns or interpretations through formal RFI and phone conversations with City staff. No filed visits are anticipated. A total of 24 hours is anticipated to include any sketches or formal responses as requested by the City for the project record. The manhour estimate is a budgetary figure based on current knowledge and conditions at each location. Support for processing change orders and project close out are also included in the scope on a limited basis. Assumptions: · No additional survey, field verification or field visits are included. · No hazardous materials anticipated, and no evaluation or remediation included. · No significant utility improvements are necessary other than those mentioned herein. · No additional Geotech / pavement cores are necessary. · Construction support is based on the manhours in the attached manhour estimate and scope noted herein. · Construction material testing is not included. .
