Be it remembered that the Common Council of the City of South Bend , Indiana, met in person and
via the Microsoft Teams app on Monday, September 26, 2022, at 7:00 p.m. Council President
Sharon L. McBride called the meeting to order. Evangelist Mary Winters of the Pentecostal
Cathedral Church of God in Christ gave the invocation.
City Clerk Dawn M . Jones announced : good evening, members of the public. For audio quality ,
we will be muting everyone not speaking by default to maintain good audio quality for the Council
and yourselves. If you would like to speak during the meeting on a specific agenda item , please

occurrences .
Jitin Kain answered no.
Councilmember Lee inquired about the recipients of compost deliveries .
Ji tin Kain answered that the deliveries are mostly by larger users such as the 4-H Fairgrounds and
residents typically pick up their own.

Amy Hill , General Manager and CEO ofTRANSPO, 1401 South Lafyette Boulevard, South Bend
IN 46613 , gave an overview of TRANSPO accomplishments , TRANSPO 2023 revenues ,
TRANSPO 2023 expenses , current TRANSPO challenges , and future TRANSPO opportunities .
Councilmember Lee asked Councilmembers for comments.
Councilmember Hamann asked what falls under the line item "community services ."
Amy Hill answered that community services covers things that are offered to the public at no
charge including district tours for Councilmembers , events for the Mayor's Office, and events with
other charitable organizations.
Council Vice President Niezgodski requested clarification on the number of employees that opted
not to join the Union .
Amy Hill answered twenty-seven (27).
Councilmember Tomas Morgan asked what the percentage increase for university , high school ,
and middle school students has been.
Amy Hill answered that they are currently in the first month of implementation, so they do not yet
have the results.
Councilmember Lee asked Amy Hill to expound on the impact of providing transportation for
middle school and high school students .
Amy Hill stated that providing transportation for middle school and high school students has been
very impactful in getting students to school , extracurricular activities , and even jobs .
Councilmember Lee held the public hearing , and nobody spoke.
Councilmember White thanked Amy Hill for her service to the community .

Dan Parker, City Controller, with offices on the 12 th floor of the County-City Building, gave a
presentation detailing the budget process.
James Mueller, Mayor, with offices on the 14 th floor of the County-City Building, presented the
2023 budget.
Councilmember Lee asked the Council for comments.
Councilmember Hamann requested infonnation regarding fund code 2391, cumulative capital
development.
Dan Parker answered that cumulative capital development is the only component of property taxes
that is rate based , and typically funds debt services on police vehicles .
Councilmember Hamann requested information regarding the amount budgeted for the Citizen
Re view Board (CRB) Director and the CRB Board within the Mayor 's Office budget.
Mayor Mueller answered that the CRB falls under the administration and finance budget and
follows the standard three percent (3%) raise.
Co uncilmember Lee requested information regarding the repair of the athletic courts.
Mayor Mueller stated that previously the repairs came in over-budget and therefore got delayed ,
but now the City is able to make progress .
Councilmember Lee asked what the City will do to get residents into the new jobs at the battery
plant.
Mayo r Mueller stated that General Motors and the City are currently having conversations
regarding job qualifications and outreach.
Councilmember White requested information regarding CRB funding .

Mayor Mueller stated that conversation regarding CRB funds will be defined more clearly once
there is an established director.
Councilmember Lee opened the public hearing.
Brian Frazier, 52791 Hill Trail, South Bend IN 46628, asked if it is too late to add line items to
the budget for youth outreach opportunities at the 2023 Texas Southern University (TSU) and
Notre Dame football game.
Mayor Mueller stated that they can discuss possible funding .
Maryland DeShaw , 2514 Kenwood Avenue, South Bend IN 46628 , asked what Potawatomi Park
will be receiving .
Mayor Mueller stated that Potawatomi Park needs expansions of their parking lots , pool renovation
planning, as well as other renovations.
Councilmember Lee closed the public hearing.
Councilmember Rachel Tomas Morgan made a motion to se nd Bill No. 49-2 2 to the full council
on October 10, 2022 with a favorable recommendation , which was seconded by Council Vice-
President Sheila Niezgodski , and carried by a vote of six (6) ayes (Councilmember Troy Warner
was not present during the vote).

OF THE CITY OF SOUTH BEND , INDIANA,
APPROVING AND ADOPTING THE KENNEDY
PARK NEIGHBORHOOD PLAN
Clerk Jones read the resolution to the Council.
Council President McBride asked for the presenter.
Tim Cochran , Director of Planning, with offices on the 14 th floor of the County-City Building,
gave a presentation on the five to twenty (5-20) year Kennedy Park Neighborhood Plan.
Council President McBride asked the Council for comments.
Councilmember Hamann asked how the community can hold the City to its proposed timeframe.
Tim Cochran stated that the City implements processes to keep itself accountable.
Councilmember Tomas Morgan thanked Tim Cochran and his team for their work in the City .
Councilmember White thanked Tim Cochran and his staff for their work.
Council President McBride opened the public hearing.
Maryland DeShaw, 2514 Kenwood Avenue, South Bend IN 46628 , asked if there are plans for
Olive Street inside Kennedy Park.
Tim Cochran stated that the City has looked at Olive Street and hopes to address the area in future.
Council President McBride closed the public hearing and asked for comments from Council.
Councilmember Lee thanked Tim Cochran and his team for the work.
Councilmember Rachel Tomas Morgan made a motion to adopt Resolution No . 22-43 , which was
seconded by Councilmember Canneth Lee, and carried by a vote of seven (7) ayes.

Councilmember Lori Hamann gave an update on the Neighborhood Fridge Program.
Council Vice-President Sheila Niezgodski stated there will be an eviction sealing event at the
Downtown Public Library on September 26, 2022.
Councilmember Canneth Lee stated on October 8, 2022 , there will be an event at the Kingdom
Christian Center to celebrate his nephew , who recovered from being shot.
