HomeMy WebLinkAbout02-25-13 Health & Pubic SafetyHEALTH & PUBLIC SAFETY February 25 2013 4:20 p.m. Committee Members Present: Karen White, Dr. Fred Ferlic, Tim Scott Other Council Present: Henry Davis, Val Schey, Oliver Davis, Gavin Ferlic, Derek Dieter Others Present: Judy Lee, Cecil Eastman, Ron Teachman, Kyle Chamberlin, Chris Dressel Agenda: Bill No. 13 -13 Bicycle Passing Regulations The Health & Public Safety Committee was called to order by Chairperson Karen White to give consideration to Bill No. 13 -12. This bill sponsored by Councilmember Gavin Ferlic would require any vehicle passing a bicycle to allow a 3 foot buffer done. Gavin Ferlic presenting the bill said the bill was supported biking enthusiasts as having both safety and positive environmental and personal health attributes. Several others including Chris Dressel, Kyle Chamberlin, Judy Lee, President of the Bike Michiana Coalition, and South Bend Police Chief Teachman spoke in favor of passage. Chief Teachman said the bill was enforceable, but more importantly was meant to educate the public. He said the police department would use good judgement and common sense in enforcing the "buffer zone" looking to educate first rather than cite offenders. In spite of all the supportive testimony the Committee on a motion by Tim Scott and secnded by Karen White, decided to recommend continuance of the bill til the meeting on March 11tH There being no further business to come before the committee at this time, Chairperson White adjourned the meeting at 4:41 p.m. Respectfully Submitted, Karen L.
