bids for the above referenced project, due to being non-responsive.

reviewed the lone bid received on February 27, 2024, for Project No. 119-109R WWTP CNG
Compressor Upgrade.
Bid Review Summary – Incomplete Bid
KW Services submitted the lone bid for the project. KW Services did not submit the Responsible
Bidder Ordinance paperwork required as part of the Bid Submittal Package, and therefore, the bid
package was deemed incomplete. In addition to the bid package being incomplete, it was also
determined that the MBE and WBE submissions were not within City’s market geographic region for
MBE and WBE participation.
With the advice of Legal Counsel, it was determined that the Bid submitted by KW Services cannot
be awarded since the bid package was deemed to be incomplete.
As a result of the incomplete bid determination, Public Works, Engineering, Wastewater, Central
Services, and Solid Waste collectively and respectfully request the Board of Public Works
permission to bid the project a third time. This remains a critical project to support the CNG fuel
operations of the Solid Waste fleet.

Advertisement 1: March 29, 2024
Advertisement 2: April 5, 2024
Pre-Bid Meeting: Week of April 8-12, 2024
Bid Opening: April 23, 2024
Bid Award: May 14, 2024 (pending receipt of an awardable, complete bid)
The Plans and Specifications will be revised in accordance with the above schedule.
Funding for this project is directed out of Sewage Works – Wastewater Capital. For questions
regarding the subject agenda request, contact Jacob M. Klosinski (Ext. 9496) at the Division of
Engineering.
