First District Dear Council Members:
Ophelia Gooden Rodgers The nominating process for the initial Community Police Review Board is
Second District complete. The Community Relations Standing Committee will meet on
Sharon L.McBride Monday, March 11, 2024, to discuss the nominations and make
Third District recommendations to the full Council.
Troy Warner To meet the filing deadline for the Council meeting scheduled for March
Fourth District 11, 2024, I am submitting this proposed resolution as a placeholder
pending that meeting. A substitute will subsequently be submitted when
Sherry Bolden-Simpson the names of the recommended applicants are determined. I am
Fifth District proceeding this way in order to have the Resolution ready to be voted on
Sheila Niezgodski at the full Council meeting on March 11, 2024.
Sixth District Please file this proposed resolution and place it on the agenda for the
Karen L.White Community Relations Committee meeting for March 11, 2024, and the
At Large full Council meeting later that evening.

A RESOLUTION APPOINTING THE INITIAL
COMMUNITY POLICE REVIEW BOARD MEMBERS
WHEREAS, on October 5, 2020, the South Bend Common Council passed Ordinance
No. 10721-20 establishing the Community Police Review Board, Review Board Office, and
position of Review Office Director; and
WHEREAS, Section 2-12.1.13(a)provides that Review Board composed of nine(9)
Members shall be selected from nominees submitted by each member of the Common Council,
including at large Council members; and
WHEREAS, Section 2-12.1.13(a)(1) states that "[up Council Member may nominate
more than three (3) candidates for appointment to the Review Board"and requires at least one
(1) Board Member be appointed from each City Councilmanic District; and
WHEREAS, Councilmembers have nominated the following individuals:
Canneth Lee: Sherria Williams (resides in District 1)
Henry Davis, Jr.: Tiana Batteast Waddell(resides in District 2)
Ophelia Gooden-Rogers: Komonique Coppage(resides in District 2)
