Dear Council Members,
The Staff of the Historic Preservation Commission of South Bend and St. Joseph County keeps data on the
activities of the commission and staff. Included with this letter is our annual report of data for the 2023 year.
This data was presented to the Commission at the public meeting held February 19.The Commission
requested that staff share the report with its appointing bodies.
The Historic Preservation Commission remains committed to preserving the built environment of the City of
South Bend and unincorporated St.Joseph County.
The Commission celebrates the preservation successes of our community and looks forward to
continuing this work in 2024 and beyond. Thank you for your commitment to preserving the fabric of
our vibrant community!

2023 In Review
The following is a brief summary of data related to the work of the Historic Preservation Commission (and
Staff) during the 2023 calendar year.
2023 Project Review Data

NOTE: For comparison: the Commission reviewed 31 projects in 2022 (approving 24.5 projects and denying
4.5), while staff administratively approved 105 projects.
Staff track projects based upon the following parameters: Doors, Windows, Fences, Flatwork, Gutters,
Landscaping, Masonry, Porch, Roofs, Siding, Signage, Utilities, New Construction, and Demolition.

CITY OF SOUTH BEND HISTORIC PRESERVATION COMMISSION
National Register Nominations
Staff reviewed and the Commission Approved 3 Nation Register Nominations. One (1) individual site, St.
Adalbert's Church, School and Rectory and two (2) Districts; Edgewater Place and Taylor's Field.
Digitization
Staff continued to scan negatives, blueprints and other files for long term archiving.
Speaking Events/Training
Staff conducted three "Window 101 Workshops" in conjunction with Indiana Landmarks and South Bend
TradeWorks. Staff plans to continue to provide these programs in 2023.
Section 106 Review (Preliminary)
Staff conducted 115 preliminary Section 106 Reviews in support of other City of South Bend departments
efforts to deploy Federal moneys. This includes programs like administered on behalf of the United States
Department of Housing and Urban Development (HUD), including lead remediation grants, "Rebuilding
Together", rental assistance programs, as well as the first-time homebuyers program.
APRA Requests
Staff completed 25 APRA (Access to Public Records Act) Requests.
Standards and Guidelines
The Commission updated the standards & guidelines (for all districts & group B). As part of the
process staff hosted 7 community engagement sessions to gather feedback and input from
residents.
Top Ten Most Endangered List
The Commission compiled a list of the top 10 most endangered properties - in order to advocate
for their preservation & encourage collaboration & action.
Southhold Preservation Awards
Presented 5 property owners with a Southhold preservation awards (last presented in 2016)
Appeals
There were zero appeals to the Common Council or County Council.
