SUBJECT: Sunnyside and Colfax Multi-Way Stop Warrant Analysis (TR20-024)

Purpose
The purpose of this study is to determine
whether any traffic control improvements are
warranted at the intersection of Sunnyside Avenue
and Colfax Avenue. The Engineering Division has
received a request from a resident to install a multi-
way stop at this intersection. This memo summarizes
the warrant analysis conducted to assess the need for
a permanent all-way stop at this intersection and the
proposed recommendation.
Location/Description
Colfax Ave is classified as a minor arterial. Sunnyside Ave is classified as a local
Road. Both Colfax Ave and Sunnyside Ave have one travel lane per direction. This
intersection is located in a residential neighborhood near a school.
Warrants
The Manual on Uniform Traffic Control Devices sets forth the following requirements to
warrant the installation of multi-way stop control:
The following criteria should be considered in the engineering study for a multi-way STOP sign
installation:
A. Where traffic control signals are justified, the multi-way stop is an interim measure that can be
installed quickly to control traffic while arrangements are being made for the installation of the
traffic control signal.
B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi-
way stop installation. Such crashes include right-turn and left-turn collisions as well as right-
angle collisions.
C. Minimum volumes:
1. The vehicular volume entering the intersection from the major street approaches (total of both
approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and
2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the
minor street approaches (total of both approaches) averages at least 200 units per hour for
the same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds
per vehicle during the highest hour; but

3. If the 85th-percentile approach speed of the major-street traffic exceeds 40 mph, the minimum
vehicular volume warrants are 70 percent of the values provided in Items 1 and 2.
D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80
percent of the minimum values. Criterion C.3 is excluded from this condition.
Existing Traffic Controls
This intersection is currently controlled by a two-way stop where Sunnyside Ave
stops and Colfax Ave is the through street.
Sunnyside Ave continues 445 feet to the north where it reaches an intersection
with LaSalle Ave, which is controlled by an all-way stop. Sunnyside Avenue continues
460 feet to the South where it reaches a T-intersection with Washington Street, which is
controlled by a one-way stop. Westbound traffic on Washington Street stops, and
Sunnyside Ave is the through street.
Colfax Ave continues 500 feet to the east where it reaches an intersection with
Jacob Street, which is controlled by an all-way stop. Colfax Ave continues 400 feet to
the west where it reaches a T-intersection with Walsh Street, which is controlled by a
one-way stop. Southbound traffic on Walsh Street stops, and Colfax Ave is the through
street.
Street Geometry
Colfax Ave is a 33 ft. wide roadway. On both approaches, parking is restricted on
both sides of the street. Sunnyside Ave is a 24 ft. wide roadway. On both approaches,
parking is unrestricted on both sides of the street.
Traffic Counts
Traffic Counts were taken by MACOG on May 18, 2022 by automatic pneumatic
tube and the following are the results:

The cells highlighted in green show the eight hours of the day with the highest traffic
counts on the major street approaches. The cells highlighted in blue show the traffic on
the minor street for the same eight hours of the day.
Collision Data
Three years of collision records were accessed in the Aries portal (January 1,
2020 – December 31, 2022). Ten crashes occurred at this intersection in this three -year
period. Nine of these crashes were right angle crashes. Six right angle crashes
occurred in 2020. Some of these right angle collisions were due to vehicles not stopping
at the stop sign on Sunnyside, some of them were related to drivers on Sunnyside
thinking that traffic on Colfax had a stop, and some of them were related to drivers on
Sunnyside not being able to see traffic on Colfax.This data exceeds the threshold for a
multi-way stop warrant, which is a minimum of five right angle collisions in a 12-month
period.
Other Considerations
Optional criteria for an all-way stop include the need to control left turn conflicts,
high pedestrian volumes and vehicle/pedestrian conflicts, visibility conflicts, and two
similar residential neighborhood streets.
There are trees along both sides of Colfax that make it difficult to see traffic on
Colfax while stopped at the stop signs on Sunnyside. Pedestrian counts were not done
at this intersection to determine if pedestrian volumes are high. However, this
intersection is in a residential area, in close proximity to a school, so there is a potential
for high pedestrian volumes.
Recommendation
The traffic volume at the intersection does not warrant a multi-way stop.
However, the collision data does warrant a multi-way stop. Due to the number and
nature of the right-angle collisions, the site distance concerns at the intersection, and
the potential for high pedestrian traffic, the Engineering Division recommends the
installation of stop signs on Colfax Ave at the intersection with Sunnyside Ave to make
the intersection an all-way stop.
In the implementation of these new stop signs, the Engineering Division
recommends the use of two flashing stop signs and message boards to alert drivers of
this change. These devices would be left in place for 90 days, then the message boards
will be removed and flashing stop signs will be replaced with regular stop signs. Refer to
attached display for more information.
