Purpose
The purpose of this study is to determine
whether any traffic control improvements are
warranted at the intersection of Linden Avenue
and Kaley Street. The Engineering Division has
received a request from a resident to install a
multi-way stop at this intersection. This memo
summarizes the warrant analysis conducted to
assess the need for a permanent all-way stop at
this intersection and the proposed
recommendation.
Location/Description
Linden Ave is classified as a minor arterial. Kaley Street is classified as a Minor
Collector. Both Linden Ave and Kaley Street have one travel lane per direction. This
intersection is located in a residential and industrial area.
Warrants
The Manual on Uniform Traffic Control Devices sets forth the following requirements to
warrant the installation of multi-way stop control:
The following criteria should be considered in the engineering study for a multi-way STOP sign
installation:
A. Where traffic control signals are justified, the multi-way stop is an interim measure that can be
installed quickly to control traffic while arrangements are being made for the installation of the
traffic control signal.
B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi-
way stop installation. Such crashes include right-turn and left-turn collisions as well as right-
angle collisions.
C. Minimum volumes:
1. The vehicular volume entering the intersection from the major street approaches (total of both
approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and
2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the
minor street approaches (total of both approaches) averages at least 200 units per hour for
the same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds
per vehicle during the highest hour; but

3. If the 85th-percentile approach speed of the major-street traffic exceeds 40 mph, the minimum
vehicular volume warrants are 70 percent of the values provided in Items 1 and 2.
D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80
percent of the minimum values. Criterion C.3 is excluded from this condition.
Existing Traffic Controls
This intersection is currently controlled by a two-way stop where Linden Ave
stops, and Kaley Street does not.
Northbound Kaley Street ends at Linden Ave and does not continue north. Kaley
Street continues 240 feet to the south where it reaches a T-intersection with Holland
Street, which is controlled by a one-way stop. Westbound traffic on Holland Street
stops, and Kaley Street is the through street.
Linden Ave continues 350 feet to the east where it reaches an intersection with
Meade Street, which is an uncontrolled intersection. Linden Ave continues 2,660 feet to
the west where it reaches a T-intersection with Falcon Street, which is controlled by a
one-way stop. Northbound traffic on Falcon Street stops and Linden Ave is the through
street.
Street Geometry
Linden Ave is a 39 ft. wide roadway. On both approaches, parking is restricted on
both sides of the street. Kaley Street is a 29 ft. wide roadway. Parking is restricted on
both sides of the street.
Traffic Counts
Traffic Counts were taken by MACOG on September 2, 2020 by automatic
pneumatic tube and the following are the results:

The cells highlighted in green show the eight hours of the day with the highest traffic
counts on the major street approaches. The cells highlighted in blue show the traffic on
the minor street for the same eight hours of the day.
Collision Data
Three years of collision records were accessed in the Aries portal (December
2018 – December 2021). Nine crashes occurred at this intersection in this three-year
period. One of these crashes was a right-angle crash.
Other Considerations
Optional criteria for an all-way stop include the need to control left turn conflicts,
high pedestrian volumes and vehicle/pedestrian conflicts, visibility conflicts, and two
similar residential neighborhood streets.
There is a building on the southwest corner of the intersection that causes
visibility conflicts for northbound and eastbound traffic at the intersection.
Recommendation
The traffic volume and crash data at the intersection does not warrant a multi-
way stop. However, it is likely that if this intersection was a 4 -way intersection, the
volumes would warrant a multi-way stop, due to the high volume of northbound traffic on
Kaley Street. Southbound traffic on Kaley Street was also collected and the volume of
traffic from Linden Ave proceeding southbound on Kaley Street is also high. This
intersection is also currently set up as a two-way stop, which is not typical for a T-
intersection. Switching it to a one-way stop on Kaley Street could cause additional
issues since traffic on Kaley is used to not having to stop. Due to the traffic volumes,
site distance concerns, and traffic safety concerns created by the current intersection
controls, as well as the traffic safety concerns that would be caused by switching the
intersection to a one-way stop, the Engineering Division recommends the installation of
a stop sign on Kaley Street at the intersection with Linden Ave to make the intersection
an all-way stop. The Engineering Division also recommends installing a stop sign ahead
warning sign approximately 200 ft. back from the intersection to alert drivers of the new
stop sign.
In the implementation of this new stop sign, the Engineering Division
recommends the use of a flashing stop sign to alert drivers of this chan ge. This device
will be left in place for 90 days, then it will be replaced with a regular stop sign. Refer to
the attached display for more information.
