CERTIFICATE OF APPROPRIATENESS ALSO PRESENT: Adam Toering Ross Van Overberghe Kate Bolze Kathryn Hough 2023-0901A 209 Hammond Place River Bend LHD, Ordinance #8308-92 The staff report was presented by: Adam Toering Staff Recommendation: Staff makes a favorable recommendation. (Audio Position: 00:30) The applicant was represented by: Katherine and William Hostetler, 209 Hammond Place, South Bend, IN, appeared in person and served as the applicant. Joshua Fairchild, with A&M Home Services Inc, home address is 63247 Cedar Rd, Mishawaka, IN 46544, appeared virtually and also served as the applicant. The public was represented by: There was no one from the public to speak. After due consideration the following action was taken: Upon a motion by David Wyncott, seconded by Andrew Jones, and carried by vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application #2023-0901A. Vote: 4-3. Four in favor, three opposed. COA#2023-0901 A is APPROVED. The applicant was represented by: Jon Brown, 200 N Church, Suite 200, Mishawaka, IN, served as the applicant. The public was represented by: There was no one from the public to speak. After due consideration the following action was taken: Upon a motion by Michael Skaggs, seconded by Andrew Jones, and UNANIMOUSLY carried by vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application #2023-0915. Vote: 7-0. Seven in favor, none opposed. COA#2023-0915 is APPROVED. iii. 2023-1005 1240 West Thomas Street Local Landmark, Ordinance #9037-1999 (Audio Position: 27:36) The staff report was presented by: Adam Toering Staff Recommendation: Staff considers this project an interim measure towards reconstructing the exterior building envelope, utilizing affordably prices salvaged/reclaimed materials. Staff makes a favorable recommendation. The applicant was represented by: Eric Boyd, 1240 W Thomas St, South Bend, IN, served as the applicant. The public was represented by: There was no one from the public to speak. After due consideration the following action was taken: Upon a motion by David Wyncott, seconded by Andrew Jones, and carried by vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application #2023-1005. Vote: 6-0-1. Six in favor, none opposed, one abstained. COA#2023-1005 is APPROVED. b. LOCAL LANDMARK NOMINATION 3016 Portage Avenue, "Portage Manor" (Audio Position: 32:43) Staff stated there was no update regarding Portage Manor at this time. IV. PRIVILEGE OF THE FLOOR V. REGULAR BUSINESS a. APPROVAL OF MINUTES September 18, 2023 minutes (Audio Position: 33:29) Upon a motion by Joan Down s-Krostenko, seconded by Don Dietz, and carried by vote, the minutes from the September 18, 2023 Historic Preservation Commission are approved.
