AN ORDINANCE APPROPRIATING $103,000.00 FROM THE EMERGENCY MEDICAL SERVICES CAPITAL IMPROVEMENT FUND FOR EQUIPMENT AND REPAIRS FOR THE SOUTH BEND FIRE DEPARTMENT STATEMENT OF PURPOSE AND INTENT: In order to meet requirements for firefighting safety and maintenance, certain purchases and improvements are needed for breathing apparatus, hose, vehicles, and repairs to Fire Station 3. Funds are needed to pay for the cost of these purchases and improvements. These funds are available from the Emergency Medical Services Capital Improvement Fund. NOW, THEREFORE, BE IT ORDAINED by the South Bend Common Council, as follows: SECTION I. The following sum of money is hereby appropriated and ordered set apart out of the Emergency Medical Services Capital Improvement Fund for the projects in the amount setforth below: Account Description Amount 429.0 Other Equipment (Breathing apparatus $ 73,000.00 and 5" hose) 427.0 Motor Equipment (2 vehicles) 15,000.00 360.0 Descripiion Building and Structure 15,000.00 (Repairs to Fire Station 3) Total Amount $103,000.00 SECTION II: This ordinance shall be in full force and effect from and after its passage by the Common Council, approval by the Mayor, and authorization by the State Board of Tax Commissioners. PARENT, Mayor COUNTY -CITY BUILDING South Bend Common Council County -City Building South Bend, IN 46601 Dear Members of the Common Council: SOUTH BEND, INDIANA 46601 July 17, 1984 2191284 -9255 In the attached appropriation ordinance, the Fire Department proposes to fund several major capital improvement projects from the Emergency Medical Service fund. As of July 1, the fund balance was $136,593.90, 128,961.30 of which is unemcumbered. The Fire Department proposes to replace all self contained breathing apparatus (S.C.B.A.). The Department owns and uses 55 units. This equipment is used at every structure fire. All units in use are Survivair brand and vary in age from 1971 to 1977. Recent improvements in design have reduced the weight of new units from approximately 36 pounds for the equipment we now have in use to approxi- mately 23 pounds. This decrease in weight provides a tremendous re- duction in wearer fatigue. Additionally, the modern units are much simpler in design. This simplicity will allow the Department to sig- nificantly reduce the approximately $5,000 in parts inventory now on hand. Most important, the new type units are easier to use and offer greater safety and reliability. It is critical that all the equipment be the same which is why we are proposing that all the Department's S.C.B.A. be changed at once. The importance of this equipment cannot be over stated. This is one piece of equipment that the firefighter's life literally depends upon. Also included in the cost breakdown are spare bottles. These are necessary in order Lo change air bottles at a fire scene should the fire extend beyond the 30 minute duration of one bottle. Also, extra bottles allow sufficient spares to shuttle empty cylinders back to Central Station to be refilled in the event of a very major fire. South Bend Common Council July 17, 1984 Page 2 The cost estimate for the breathing units with one air cylinder is approximately $900, times 55 units equals $49,500. 25 spare air cylinders at approximately $300 each would cost $7,500. The total estimated cost is $57,000. The Fire Department will develop speci- fications as these amounts must be subject to the bid process. Two years ago, the Department began using large diameter hose. This hose, used for supply line, has proved efficient both in terms of its ability to supply large quantities of water through a single hose line, and also in terms of fewer men needed to deploy it. The Department proposes to purchase 2,000' of this 5" hose to equip Engines 1 and 2. We believe this will increase these companies efficiency, particularly in the downtown /high value area. At appro.,-imately $800 per 100', the cost of this hose will be $16,000. Since 1980, the Fire Department has purchased only 3 new cars. The 1984 Department budget allowed the purchase of 2 of the 3 new vehicles. The Department still desperately needs 2 more. I beleive the above outlined projects are in keeping with the intended use of the EMS Capital Fund and will increase the efficiency of the Fire Department.
