ORDINANCE NO. 73,S-9-8'q AN ORDINANCE FIXING THE ANNUAL PAY AND MONETARY FRINGE BENEFITS OF FIREFIGHTERS FOR THE CALENDAR YEARS OF 1985 AND 1986 STATEMENT OF PURPOSE AND INTENT: The South Bend Common Council has responsibility for fixing by ordinance the annual compensation of all members of the Fire Department, pursuant to Indiana Code 36- 8- 3 -3(d). Under that authority, the Common Council's Wage Committee and the Wage Committee of the South Bend Firefighters Association, Local No. 362, held discussions on several occasions concerning annual pay and monetary fringe benefits for sworn members of the South Bend Fire Department for calendar years 1985 and 1986. As a result of those decisions, the Common Council adopts in this ordinance the agreement between the parties. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: SECTION I. (a) The South Bend Common Council recognizes the Wage ommittee of the South Bend Firefighters Association, Local No. 362, as the sole bargaining unit for the annual pay and monetary fringe benefits for sworn members of the South Bend Fire Department excluding the Fire Chief, Assistant Chiefs, and Battalion Chiefs. (b) The Fire Chief, Assistant Chiefs and Battalion Chiefs of the South Bend Fire Department are designated in this ordinance as "Officers." SECTION II. In the event that a Local Option Income Tax becomes effective and tax income from that Local Option Income Tax is received by the City of South Bend in its general fund in 1986, the annual pay for the Officers and other sworn members of the South Bend Fire Department for the calendar year 1986 shall be as follows rather than as listed in Section II, above: RANK 1986 WITH LOCAL OPTION TAX Fire Chief 32,162 Assistant Chiefs 29,642 Battalion Chiefs 26,282 Captains 22,548 Specialists 22,898 Engineers 10 + years 21,848 Engineers 9 -10 21,598 Engineers 8 -9 21,348 Engineers 7 -8 21,098 Engineers 6 -7 20,848 Engineers 5 -6 20,598 Engineers 3 -5 20,348 Firefighter 1st Class 18,798 Firefighters 16,798 SECTION IV. Additional pay for Extra Duty and Special Performance. (a) For recall or overtime pay, time and one half (1/2). (b) For regularly assigned drivers of fire trucks and other heavy equipment, the tillerman, the personnel assigned to drive ambulances on regular or rotation basis, Two Hundred and Fifty Dollars ($250.00) per year. (c) For persons certified by the State of Indiana as a certified Emergency Medical Technician, Two Hundred and Fifty Dollars ($250.00) per year. (d) For regularly assigned scuba divers, Two Hundred and Fifty Dollars ($250.00) per year. (e) Sworn members performing paramedic duties will be paid at a level which is a maximum of Eight Hundred Dollars ($800.00) over the base pay for their rank. (f) Each sworn member shall receive Seven Hundred and Forty -Four Dollars ($744.00) Holiday pay, gross for the year. Such Holiday pay shall be paid in two (2) equal installments of Three Hundred and Seventy -Two Dollars ($372.00) gross each, payable by the 15th day of June and the 15th day of December. The Holiday pay shall be paid to each sworn member regardless of whether the holiday is worked. SECTION V. Other Monetary Fringe Benefits (a) Clothing allowance: Officers and other sworn members ,- nn nnnrnnl r i nthi nv Al l ownneP_ of Five Hundred (b) Dependent Health Insurance. The annual contribution by the City for dependent health insurance on behalf of sworn members requesting such coverage shall be increased by Two Hundred Sixty Dollars and Thirty -Two cents ($260.32) per member above the amount paid during calendar year 1984. SECTION VI. Health Care Insurance Cost Reduction Program There shall be created a Board of Health Care Insurance Oversight, which will operate in an advisory capacity to and under the direction of the City Controller. This Board shall be composed of representatives of the Fraternal Order of Police, Lodge No. 36, and employees of the Department of Administration and Finance of the City of South Bend, together with other employees of the City of South Bend. It shall be the responsibility of the Board to review, under the direction of the City Controller, on a regular basis the activities of the City's Health Care Insurance Program. In addition, in an effort to control health care costs, the City's current health insurance package shall be modified to provide a program containing comprehensive major medical health insurance which would provide for first dollar deductibles of ten percent (10 %) of the such suchccoveragesof,Fiveh maximum annual co P Hundred Dollars ($500.00). SECTION VII. Applicable Terms The first service year for a member of the Fire Department commences upon his being sworn in before the Board of Safety as a member of that department. His second service year shall begin on the next succeeding first day of January and service years shall continue to increase until the member attains the maximum salary for the particular rank he may hold. SECTION VIII.
