GAMMON rg A/ � CSC i' ;/ 7i �l of ,..,._ ORDINANCE NO. 7 3 S 7- E- V AN ORDINANCE FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE CALENDAR YEARS 1985 and 1986. STATEMENT OF PURPOSE AND INTENT Pursuant to Indiana Code Section 36- 4 -7 -3, the Mayor fixes "the compensation of each appointive officer, deputy, and other employees of the City." All such wages and salaries are subject to approval by the Common Council. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: SECTION I. For calendar years 1985 and 1986, maximum annual salaries and wager the following appointed officers and employees of the City of South Bend, Indiana, shall be no more than as listed below in this section; provided, however, that nothing herein shall exclude the applicability of Section II of this ordinance should the events set forth therein occur; and further provided that the Controller shall be authorized to allocate distribution of 1985 annual salaries and wages in a manner that will enable all officers and employees in job classifications listed herein who are not members of Teamsters Local Union No. 364 to receive a 2.6% increase in the annual wage rate of their job classification effective July 1, 1985. 1984 1985 1986 POSITION SALARY /WAGES SALARY /WAGES SALARY /WAGES I. In the event that a Local Option Tax becomes effective and tax income f that Local Option Tax is received by the City of South Bend in its General Fund in 1986, the annual maximum salaries and wage rates for the job classifications listed in Section I shall be increased by 3% from the amount listed for 1986 in Section I. SECTION III. Health Care Insurance Cost Reduction Program There shall be created a Board of Health Care Insurance Oversight, which will operate in an advisory capacity to and under the direction of the City Controller. This Board shall be composed of representatives of the Fraternal Order of Police, Lodge No. 36, and employees of the Department of Administration and Finance of the City of South Bend, together with other employees of the City of South Bend. It shall be the responsibility of the Board to review, under the direction of the City Controller, on a regular basis the activities of the City's Health Care Insurance Program. In addition, in an effort to control health care costs, the City's current health insurance package shall be modified to provide a program containing comprehensive major medical health insurance which would provide for first dollar deductibles of ten percent (10 %) of the cost of such major medical expenses, with maximum annual cost to the employee for such coverage of Five Hundred Dollars ($500.00). South Bend, IN 46601 Dear Councilman Beck: 219/284 -9483 Enclosed you will find ordinances setting salaries for 1985 and 1986 for the South Bend Police Department, South Bend Fire Department and in a separate ordinance all other City Employees including Teamsters. I am filing these for 1st reading of the July 9, 1984 Council meeting so as to comply with the State statute that requires salaries to be set by August 1st of the calendar year. With that in mind, the salary ordinances would have 2nd reading and public hearing at the July 23, 1984 Council meeting. As you are aware, the Council and Administration's first salary offer to all units was 4% starting July 1, 1985 continuing through 1986 for an eighteen (18) month period. After numerous negotiating sessions with the Fraternal Order of Police bargaining unit, Firefighters bargaining unit, and Teamsters, the following settlement was reached. For the South Bend Police Department a increase in fringe benefits was negotiated for 1985 equal to 2% of 1984's base salaries. For 1986, a salary increase across the Board of 2% was negotiated with an additional 3% guaranteed if in fact a Local Option Tax was passed in St. Joseph County. Fraternal Order of Police bargaining unit members chose to take the fringe benefits for 1985 in the area of increased clothing allowance, increased holiday pay, and increased payment by the City towards the cost of dependent health insurance coverage. COUNCIL PRESIDENT BEVERLIE BECK JULY 5, 1984 PAGE -2- For the Firefighters bargaining unit, a 2% increase in fringe benefits was negotiated for 1985 with the 2% being based on 1984 salaries. For 1986 a 2% wage increase was granted across the Board with the guarantee of an additional 3% if in fact a Local Option Tax is passed in St. Joseph County. The 2% in fringes negotiated for 1985 is made up of increased payment by the City towards the cost of dependent health care coverage, an increase in holiday pay, and an increase in clothing allowance. In the case of the Teamsters, a fringe benefit increase equal to 2% was negotiated for 1985 and a 2% increase in salaries negotiated for 1986 with an additional 3% guaranteed if in fact a Local Option Tax was passed in St. Joseph County. For 1985 the Teamsters chose to negotiate increases in the following fringe benefits: - A payment of four dollars ($4.00) per individual of holiday pay for each holiday - An increase in the City's contribution towards the cost of dependent health insurance coverage - An increase in their shoe allowance as all Teamsters are required to wear safety shoes. In 1986 the 2% wage increase granted and the guaranteed 3% with the Local Option Tax were not taken across the Board but rather 2% by classification. Additionally, several problem areas were negotiated in the individual bureau negotiations which are a normal part of Teamster negotiations. In the case of non -union employees, the salary ordinance filed reflects a package which falls within the restrictions set out and finally negotiated for Police, Fire and Teamsters. During 1985, starting July 1, there will be an increase of 2% in fringe benefits and 2% in the wage base. As of January 1, 1986 an additional 2% in wages would be granted with 3% guaranteed if a Local Option Tax is passed in St. Joseph County. The salary proposals here would be by classification as opposed to across the Board increases. As a further result of the 1984 negotiations for 1985 and 1986, two (2) major fringe benefit changes will be instituted. In the area of sick time, the City will be compensating members of the Fraternal Order of Police bargaining unit for the nonuse of sick time. Beginning with time accumulated after December 1, 1984 with a settlement of December 1985, members of the Fraternal COUNCIL PRESIDENT BECK JULY 5, 1984 PAGE -3- Order of Police bargaining unit will be reimbursed for their fifteen (15) sick days on the following schedule: - One (1) days reimbursement for four (4) days nonuse of sick time - Two (2) days reimbursement for nine (9) days nonuse of sick time - Three (3) days reimbursement for twelve (12) days nonuse of sick time - Four (4) days reimbursement for fifteen (15) days nonuse of sick time We are doing this on an experimental basis in the Police Department because of the fewer personnel in the bargaining group and because of the higher exposure to overtime for individuals calling in sick. In the area of health insurance coverage, we have negotiated a change in the overall medical plan from a hospitalization plan with a major medical benefit to what is known as a comprehensive major medical plan. Claims and benefits paid out would be on the basis of 10% being paid by the employee and 90% being paid by the plan. In addition, a maximum of five hundred dollars ($500.00) per contract year would be paid out by the covered individual or two (2) maximums per family. It is felt that this change will help us in the future with controlling overall health care costs. Additionally, a Board of Oversight has been created made up of members of the Fraternal Order of Police, Firefighters, Teamsters and other employees under my direction.
