ORDINANCE NO. 7 -$ AN ORDINANCE APPROPRIATING $17,000.00 FROM THE ODMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE SECURE BUILDING AND DEMOLITION PROGRAM OPERATED BY THE DEPARTMENT OF CODE ENFORCEMENT. STATEMENT OF PURPOSE AND INTENT: The City's neighborhood preservation and revitalization program is based on a variety of activities including housing rehabilitation, public works, park improvements, social services, and code enforcement. The demolition of unsafe structures and the securing of structures that present a health and safety hazard are vital elements to the well -being of neighborhoods and neighborhood residents. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $17,000.00 is hereby appropriated for the program year beginning January 1, 1984, from the City of South Bend's Community Development Block Grant Funds to be administered by the Division of Community Development as set forth below: Project No. Description Amount CD84 -202 Secure Building and Demolition Program $17,000.00 SECTION II. Indiana 46601 (219)284 -9335 The bill submitted for your consideration would appropriate $17,000.00 for the Secure Building and Demolition Program. This activity is conducted through the Department of Code Enforcement and involves the securing of vacant buildings and demolition of unsafe buildings in the City's inner areas. The condition of structures is a concern expressed frequently by neighborhood residents. This program provides funds for securing buildings so that additional damage to the property or to people will be minimized. Additionally, when all alternatives have been exhausted, demolition of unsafe structures may occur. Current funds for this activity have been depleted while at least a dozen structures need to be addressed within the next two months. The funds are being taken from 1984 Unspecified Local Option (ULO). I have not denoted on the ordinance a reduction of ULO funds as I have in the past for Economic Development projects due to the fact that no specific funds were appropriated to ULO for this activity as was the case for Economic Development projects.
