ORDINANCE NO. 2,q77-g11 AN ORDINANCE APPROPRIATING FUNDS IN THE AMOUNT OF $80,000.00 FROM PARK MAINTENANCE FUND TO BE USED TO SUPPLEMENT THE 1984 PARK MAINTENANCE BUDGET STATEMENT OF PURPOSE AND INTENT: The Department of Public Parks has surplus of funds ($80,000.00) in the Park Maintenance Fund because of monies saved from the 1983 Park Maintenance Budget and higher than anticipated miscellaneous revenue received in 1983. The Department of Public Parks did not have funds budgeted in the 1984 budget for the maintenance, purchasing of equipment, security, programming and operation of the East Race Waterway Park, which was officially opened June 29, 1984. Funds are now needed for the efficient operation of the East Race Waterway Park. NOW, THEREFORE BE IT ORDAINED by the South Bend Common Council, as follows: Section I. 01.0120 01.0237 That $80,000.00 be appropriated out of the Park Maintenance Fund to supplement the 1984 park maintenance budget as follows: Salaries and Wages Temporary Repair Parts 01.0255 Other Materials 01.0324 Telephone Alarm System 01.0399 Other Contractuals $ 30,000.00 8,500.00 6,000.00 500.00 5,000.00 01.0429 Other Equipment 30,000.00 $ 80,000.00 Section II. The appropriation of funds set forth above is required for the proper and efficient operation and function of the Department of Public Parks of South Bend for the balance of 1984, and an extraordinary emergency is Department of Public Parks Administration Building St. Louis Boulevard at Wayne Street South ,Bend, Indiana 46617 PHONE: (219) 284 -9401 July 18, 1984 Members of the South Bend Common Council County -City Building 227 West Jefferson Boulevard South Bend, Indiana Dear Council Members: As you are aware, the Department of Public Parks officially opened the East Race Waterway Park on June 29, 1984. Since no funds for the operation, purchasing of equipment, staffing and police security are in the 1984 park budget, there is a definite need to appropriate funds for the efficient operation of the East Race. The Park Department is fortunate to have funds in the General Park Fund which are monies saved from the 1983 park budget and higher than anticipated park revenue. According to the park statute, all funds in the park budget at the end of the calendar year revert to the General Park Fund. am requesting the Common Council to approve the enclosed ordinance appropri- ating $80,000.00 from the General Park Fund to the Park Department maintenance fund. The money will be spent to purchase equipment, hire additional personnel such as life guards, cashiers, maintenance workers and added police security. Because of the nature of the East Race, the Park and Recreation Department has made safety our number one priority in the operation of the East Race. At this date, I cannot give the Council an exact figure on the monies it will take to operate the East Race for the balance of the year but feel confident that after this years operation we will have a pretty good idea of the operational costs.
