GAMMON Approved and signed by me L ` `` t_ 19_ ORDINANCE NUMBER q,3 =f 4 AN ORDINANCE APPROPRIATING FUNDS IN THE AMOUNT OF $30,000.00 FROM THE GENERAL PARK FUND TO THE PARK MAINTENANCE FUND .01 TO BE USED TO SUPPLEMENT THE 1984 PARK MAINTENANCE BUDGET. STATEMENT OF PURPOSE AND INTENT: WHEREAS, the Department of Public Parks has surplus of funds ($30,000.00) in the General Park Fund because of monies saved from the 1983 Park Maintenance Budget and higher than anticipated miscellaneous revenue received in 1983 which funds revert to General Park Fund at the end of the calendar year and WHEREAS, the Department of Public Parks did not have funds budgeted in the 1984 budget for the maintenance, purchasing of equipment, security, programming and operation of the East Race Waterway Park which was officially opened June 29, 1984 and said funds are now needed for the efficient operation of the East Race Waterway Park. NOW, THEREFORE BE IT ORDAINED by the South Bend Common Council, as follows: Section I. That $30,000.00 be appropriated out of the General Park Fund to the Park Maintenance Fund .01 as follows: 01.0120 Salaries & Wages Temporary $15,000.00 01.0351 Electric Current 15,000.00 $30,000.00 Section II. The appropriation of funds set forth above is required for the proper and efficient operation and function of the Department of Public Parks of South Bend and an extraordinary emergency is declared to exist concerning the foregoing appropriation. Section III. This ordinance shall be in full force and effect from and after its passage by the Common Council, its approval by the Mayor and approval by the State Board of Tax Commissioners. Since no funds for the operation, staffing and police security are in the 1984 park budget, there is a definite need to appropriate funds for the efficient operation of the East Race. The Park Department is fortunate to have funds in the General Park Fund which are monies saved from the 1983 park budget and higher than anticipated park revenue. According to the park statute, all funds in the park budget at the end of the calendar year revert to the General Park Fund. I am requesting the Common Council to approve the enclosed ordinance appropri- ating $30,000.00 from the General Park Fund to the Park Department maintenance fund. The money will be used to supplement our labor and electric accounts which are running low due to the operation of the East Race Way. Because of the nature of the East Race, the Park and Recreation Departments have made safety our number one priority in the operation of the East Race. The Park and Recreation staff have been pleased with the operation of the East Race during the past summer and hope to expand and improve our operation for next year.
