AN ORDINANCE APPROPRIATING $57,200.00 FROM THE
LOCAL EQUAL EMPLOYMENT AND EQUAL HOUSING
OPPORTUNITY FUND TO BE ADMINISTERED BY THE CITY
OF SOUTH BEND THROUGH ITS HUMAN RIGHTS COMMISSION
AND DEPARTMENT OF ECONOMIC DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
The City of South Bend is committed to equal opportunity
in employment and housing. In attempting to achieve this goal, a
local Human Rights Commission has been established. This Ordinance
will enable the Human Rights Commission to resolve charges of
illegal discrimination and to otherwise develop and implement
programs designed to promote equal opportunity in employment and
housing.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of
the City of South Bend, Indiana, as follows:
SECTION I. The sum of $57,200.00 is hereby appropriated
for the fiscal year beginning October 1, 1984 and ending September
30, 1985. A total of $46,200.00 is appropriated from the Equal
Employment Opportunity Fund under a grant from the U.S. Equal
Employment Opportunity Commission and a total of $11,000.00 is
appropriated from the Equal Housing Opportunity Fund under a grant
from the U.S. Department of Housing and Urban Development. The
appropriation shall be administered by the Human Rights Commission
and Department of Economic Development and used for the operation
thereof.
SECTION II. This Ordinance shall be in full force and
effect from and after its passage by the Common Council and approval
by the Mayor.

The City's Human Rights Commission has contracts with the U.S.
Equal Employment Opportunity Commission and the U.S. Department
of Housing and Urban Development. The Commission expects to
receive $55,000.00 from the two federal agencies in 1985 to help
defray the cost of investigating discrimination complaints and
to otherwise develop programs that will help eliminate discrimi-
nation in employment and housing. We are asking for your
favorable consideration of the attached Ordinance. The Commission
is available to address any questions you might have.
