ACCOUNTS WITHIN THE DIVISION OF COMMUNITY
DEVELOPMENT
STATEMENT OF PURPOSE AND INTENT:
Since the preparation of the 1985 Community Development program additional
projects
have become a priority for the community. In order to assure timely
utilization of Community Development Block Grant
funds and that the additional
projects
are conducted, transfers among accounts
are necessary.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana:
SECTION I. The sum of $475,174 is hereby transferred among accounts as set
forth below:

SECTION II. No costs will be incurred nor funds expended for any of the
activities in this ordinance prior to an official release of funds being received
from the United States Department of Housing and Urban Development as may be
required.
SECTION III. This ordinance shall be in full force and effect from and
after its passage by the Common Council and approved by the Mayor.

The bill submitted for your consideration proposes the transfer of unutilized
funds to projects that require additional funds or new projects. The
Redevelopment- Economic Development Administration /Project Management
(CD84 -601) amount of $10,852 is attributable to increased costs in 1984 as is
the same project (CD85 -601) for 1985 in the amount of $128,500. The
Neighborhood Clean-Up (CD84 -203) project amount for 1984 is due to the
necessity of increased activity. In November, 1984, a bill was approved that
transferred $214,000 from the Economic Development Capital Fund for 1984; this
amount was incorrect and should have been $200,000. This will correct the
amount previously transferred from the activity.
The General Park Improvements (CD85 -402) transfer of $50,000 is a move from
1984 to 1985 for Frederickson Park. The General Street Improvements
(CD85 - 301.1) amount of $125,000 includes public improvements to be conducted
in the Enterprise Zone ($50,000) and on Lincolnway West ($75,000). The
additional $10,000 proposed for Community Development Management and Planning
(CD85 -1100) would be used primarily for marketing of the Enterprise Zone
through brochure publication, printing, and mailing.
The new projects proposed are: (1) the West Washington Commercial
Revitalization Program (CD85 -602) at $50,000 which is developing as a loan
program for businesses; (2) Pep House Rehabilitation (CD85 - 106.4) which will
provide for rehabilitation of a structure used for young mothers and their
babies; and, (3) Monroe Park Improvements (CD85- 301.4) at $50,000 which will
be curb, sidewalk, and green space improvement.

You will note that the bill proposes the use of a substantial amount of 1984
Unspecified Local Option money available through an increase in the Community
Development money for 1985 and increased program income which is attributable
to the sale of Redevelopment property and leased property. Previous planning
had been to use this money in 1986 in order to ease the reduced funding for
next year anticipated at 10 to 25 %. By appropriating this money to projects
now there will be far less money and flexibility available in 1986. The
ability to respond to new economic development projects and to cover
additional funds needed by existing projects will not exist unless currently
funded projects are reduced.
