AN ORDINANCE AMENDING CHAPTER 21 OF THE SOUTH BEND
MUNICIPAL CODE, ENTITLED ZONING, CONCERNING OFF-
STREET PARKING IN THE CENTRAL BUSINESS DISTRICT
CORE.
STATEMENT OF PURPOSE AND INTENT:
Since the establishment of the exempted Central Business
Core Area in Ordinance No. 4990-68 , commonly known as the Zoning
Ordinance of the City of South Bend , physical configurations and
development in the Central Busines Core Area have changed .
Therefore, certain corrections are required in the map of the Central
Business District Core, appearing as Section 21-104, which is
exempted by Section 21-102 from the off-street parking requirements
of Chapter 21 of the South Bend Municipal Code .
NOW, THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON
COUNCIL, as follows :
SECTION I . That Section 21-104 of the South Bend Municipal
Code be deleted in its entirety and that a new Section 21-104 be
enacted to appear as shown on the map attached hereto and marked
Exhibit A.
SECTION II. The map shown on Exhibit A and to be known as
Section 21-104, as provided in Section I of this Ordinance, shall be
the Central Business District Core Area which is exempted by Section
21-102 of the South Bend Municipal Code from the accessory off-street
parking facilities required otherwise by Chapter 21 of the South Bend
Municipal Code .
SECTION III . The map attached as Exhibit A shall be shown
in the book of maps and shall be published in the South Bend
Municipal Code as the new Section 21-104 of that Code .
SECTION IV. This Ordinance shall be in full force and
effect from and after its passage by the Common Council and approval
by the Mayor.

The attached bill and concomitant map will amend the existing
ordinance governing off-street parking in the Central Business
District (CBD) .
The boundaries for the exempted parking zone have been revised
to relfect the major changes in the CBD street pattern, e .g. , St.
Joseph and Jefferson Street. In addition, the exempted zone was
slightly expanded.

RE: A proposed ordinance initiated by Councilman Puzzello amending Chapter 21
of the South Bend Municipal Code, entitled Zoning, concerning off-street
parking in the Central Business District Core, by amending Section 21-104
"Exempted Central Business Core Area" of said Chapter by deleting from the
Exempted Central Business Core Area land lying east of St. Joseph Street
south of Wayne Street and land lying south of Jefferson Boulevard east of
St. Joseph Street and also by expanding the Exempted Central Business Core
Area to include the west half of the block bounded by Western Avenue on
the north, Michigan Street on the east, Monroe Street on the south and
Main Street on the west, City of South Bend
Gentlemen:
The above referenced ordinance initiated by Councilman Puzzello was legally
advertised March 8 and March 9, 1985. The Area Plan Commission gave it a
public hearing on March 19, 1985, at which time the following action was taken:
Upon a motion by Robert Lehman, being seconded by C. J.
Witz and unanimously carried, the proposed ordinance
initiated by Councilman Puzzello amending Chapter 21 of
the South Bend Municipal Code, entitled Zoning,
concerning off-street parking in the Central Business
District Core, by amending Section 21-104 "Exempted
Central Business Core Area" of said Chapter by deleting
from the Exempted Central Business Core Area land lying
east of St. Joseph Street south of Wayne Street and
land lying south of Jefferson Boulevard east of St.
Joseph Street and also by expanding the Exempted
Central Business Core Area to include the west half of
the block bounded by Western Avenue on the north,
Michigan Street on the east, Monroe Street on the south
and Main Street on the west, City of South Bend is sent
to the Common Council with a favorable recommendation,
as tendered

Exempted Central Business Core Area, South Bend
REQUESTED ACTION: This proposed ordinance amends Section 21-104 of
the South Bend Municipal Code, which Section is
comprised of a map outlining that area of downtown
South Bend which is exempt from the parking
requirements of the Code. Those areas being
deleted from the Exempted Central Business Core
Area are located east of St . Joseph Street south
of Wayne Street , and south of Jefferson Boulevard
east of St . Joseph Street . The area being
incorporated into the Exempted Central Business
Core Area is the west half of the block bounded by
Western Avenue on the North, Michigan Street on
the east, Monroe Street on the South and Main
Street on the west .
