GAMMON Approved and signed by me ig1L� 2/6( Mayor ORDINANCE NO. 764?-rc AN ORDINANCE AMENDING ORDINANCE NO. 7357-84 TO PROVIDE FOR SALARY ADJUSTMENTS TO CERTAIN POSITIONS OF THE CITY OF SOUTH BEND FOR THE CALENDAR YEAR 1986 STATEMENT OF PURPOSE AND INTENT: Ordinance No. 7357-84 provided for maximum salaries and wages of appointed officers and employees of the City of South Bend, Indiana for the calendar years 1985 and 1986. A recent study of the existing salary ordinance reveals inequity in the salary structure. Some deputy staff positions, for example, pay more than department head positions. Consequently, this salary ordinance is submitted to correct some of these problems. NOW, THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON COUNCIL as follows: SECTION I. Vance Director, Administration and 219/284-9742 Finance June 19, 1984 Mrs. Beverlie Beck, President South Bend Common Council 4th Floor Council-Chambers South Bend, IN 46601 Dear President Beck: Through this letter I will address the three (3) bills being filed for 1st reading of the June 24, 1985 Council meeting which amend the salary ordinances for Police and Fire personnel and all other City employees. For sometime now the Board of Public Safety has been looking at the salaries of management personnel of the Police and Fire Departments in an attempt to make some recommendations to the City Council and Administration as to where they feel inequities exist. On Tuesday, June 18th the Board of Public Safety recommended that the salaries of the three (3) top ranks of these Departments be increased. Attached is a copy of a letter that I sent to the Board of Public Safety providing them with information they had requested at a previous meeting about salaries in both the Police and Fire Departments as compared to other administrative positions within the City and similar departments located in the mid-west. In addition, I have enclosed their recommendation to the City Council and administration about those salaries. We support their recommendation and feel the background data warrants its implementation. The second ordinance is submitted as the result of recommendations by City Department Heads as to problems that exist in their operations. Some of the changes are merely technical in nature and do not involve salary increases while others establish new positions which will not increase budgets but rather represent changes to better provide services in those departments. C6 Council President Beck June 19, 1985 Page -2- The first change, which is an increase in the salary of the Clerk of the Boards of Works and Safety, is proposed by the Board of Safety as a result of increased work required because of the minority officers suits and the implementation of merit systems. The second item, an increase in the Safety Director' s salary in the Self-Insurance Program, allows the individual holding the position to maintain his current salary prior to combining the position of Safety Director with that of the EEO Reporting Officer in the Personnel Department. Under the Department of Administration & Finance, it is proposed that the Personnel Coordinator' s salary be increased by approximately $1, 000 for 1986. This is based on the additional work that has become a part of the position which was not originally anticipated when the position was reduced from Personnel Director. The Printing Technician who operates and runs our Print Shop is proposed for an increase of $1, 130 based on the increased productivity shown in the department and the savings associated with maintenance of the equipment. The Fiscal Officer/City Auditor position is not a new position but rather is one which previously existed before 1980. That position is responsible for internal audit functions within other departments and also all investment activity for the City of South Bend. The Events Coordinator position is being instituted in the Community Affairs Bureau as the result of splitting up personnel and reassigning the job duties of a person who previously performed two (2) different functions. Under the Department of Public Works we are suggesting that the Bureau of Wastewater Chief Chemist position be increased from $22, 527 to $25, 500 . This position has been opened for approximately one (1) year and all efforts to fill the position with a qualified person have failed because of an uncompetitive salary. The Director Division of Vehicle Maintenance is the result of a reorganization within the Division of Transportation and recognizes the increased responsibility for not only the maintenance of street equipment but also Fire and other bureau motor equipment. It is an attempt to keep this position closer to private sector salaries for such positions. C7 Council President Beck June 19, 1985 Page -3- Under the civilian section of the South Bend Police Department efforts continue to civilianize certain positions which lend themselves to that practice. Currently sworn personnel man the front desk of the Police Department. It is our intent to civilianize this operation using the position of Public Assistance Clerk. We have suggested a salary range of $12, 800 to $14, 800 in which we may recognize different skill levels and education levels. In the Department of Parks and Recreation we have suggested that the Zoo Director' s salary be raised from $25,184 to $27, 500 in an attempt to attract persons with a broad background in Zoo Management. In addition, we have suggested that the Superintendent of Parks and Recreation be raised form $33, 535 to $36, 000 annually. This recommendation is not only based on the responsibilies of the department but also as part of an attempt by this administration to have less of a discrepancy in the compensation paid to department heads Under the Youth Service Bureau we have proposed to increase the Shelter Supervisor' s salary from $17,088 to $17, 850 based on the responsibilities associated with operating the Shelter. This would place the individuals salary at the same level as the Assistant Directors for the Bureau. Under the Department of Code Enforcement we have proposed an increase in the Director of Code Enforcement' s salary from $32, 076 to the minimum department heads salary of $36, 000. Additionally it is felt that the credentials and responsibility associated with the Building Commissioner' s position warrant an increase from $29, 406 to $31 , 500. This would place that position on a somewhat equal basis with that of other bureau managers. Additionally, we have requested an increase in the Assistant Director' s salary from $23, 167 to $25, 000 based on increased job responsibilities in the area of field supervision.
