STATEMENT OF PURPOSE AND INTENT: Ordinances No. 7358-84 and 7359-84 provided for maximum salaries and wages of sworn officers of the Police and Fire Depart- ments of the City of South Bend, Indiana for the calendar years 1985 and 1986. A recent study of existing salaries reveals inequity in the salary structure . Some deputy staff positions, for example , pay more than department head positions . Consequently, this salary ordinance is submitted to correct some of these problems. NOW, THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON COUNCIL as follows : SECTION I. South Bend, IN 46601 Dear Mr. Carr: The following information is being forwarded to you based on the Board of Safety' s request for information reference salaries being paid to administrative positions in Police and Fire Departments in the mid-west which are comparable in size to South Bend. As you are aware, by the salary ordinance, we currently pay the following amounts to police and fire respectively: Police Department 1985 Wages Police Chief - $ 30, 630 Division Chief - 28, 230 Captains - 26,030 Fire Department 1985 Wages Fire Chief - $ 30, 630 Assistant Fire Chief - 28, 230 Battalion Chiefs - 25, 030 In reviewing our internal salary structure, it is very evident that police and fire administrative personnel are under paid in relation to their responsibilities as compared to some other positions in the City which do not have department head status. For example, the Code Enforcement Hearing Officer (Part-time Attorney) earns $20, 318 annually. The Deputy City Controller earns $31,522 annually. The Superintendent of Operations in the Water Utility earns $28, 408 annually. The Director of Engineering Services of the Department of Public Works earns $30;792 annually. The Director of Operations at Century Center who responds to the Executive Director earns $34, 011 annually. The Deputy Director of Redevelopment earns $29, 749 annually. Cl MR. ELMER CARR JUNE 17, 1985 PAGE -2- This situation has existed for many years and is the result of the City having to bargain with the unions representing the police and fire personnel in total for wage increases relating to them. Those unions have never recognized or been willing to make adjustments in relation to compensation for management. Therefore, their. compensation has been held down. Comparing the administrative positions in the Police and Fire Departments to the above positions in the salary ordinance clearly demonstrates that the administrative positions in the Police and Fire Departments are out of line when comparing job responsibility. Further complicating the situation is that in most other cities contacted the administrative personnel in both Police and Fire Departments were eligible for time and one half pay for overtime hours. This is not the case in South Bend. In 1984 at least five (5) non-management officers made in excess of the top police management personnel. Further comparison with cities of similar size in Indiana, Michigan, Illinois, Wisconsin and Minnesota also indicate that the administrative salaries for police and fire are on the low side. I believe that the above numbers point out that the Police and Fire Chiefs are not paid commensurate with other cities of similar or smaller size or other individuals with the same authority and responsibility. i hope that this provides the information that you had requested.
