AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 2 OF THE SOUTH BEND MUNICIPAL CODE, ENTITLED DEPUTY MAYOR STATEMENT OF PURPOSE AND INTENT: By Ordinance No . 7293-83, the South Bend Common Council established the position of Deputy Mayor, pursuant to IC 36-4-9-7, and placed it as Article 2 of Chapter 2 of the South Bend Municipal Code . The Common Council finds it necessary to amend that Article to clarify the duties and the funding of the position of Deputy Mayor. NOW, THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON COUNCIL, as follows : SECTION I. Chapter 2, Article 2, of the South Bend Municipal Code , entitled Deputy Mayor, Section 2-12 .2 shall be deleted in its entirety and a new Section 2-12. 2 is adopted to read as follows : Section 2-12.2. The position of Deputy Mayor is hereby established . The responsibilities of the position include performing duties as assigned by the Mayor and serving in his absence or in the event of a vacancy in the Office of Mayor. SECTION 2. This Ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. PARENT, Mayor COUNTY-CITY BUILDING SOUTH BEND, INDIANA 46601 � ll OFFICE OF THE MAYOR AREA 219 284-9261 June 19, 1985 Members of the City Council City of South Bend 400 County-City Building South Bend, Indiana 46601 Dear Council Members : The amendments to the Salary and Deputy Mayor Ordinances reflect an attempt on my part to substitute the Deputy Mayor position for the Mayor's Administrative Assistant position. The amendment to the ordinance establishing the Deputy Mayor position clarifies the responsibilities and functions of that position. Several goals will be accomplished by this minor reorganization. Contacts with federal and state officials can be more efficient and productive with the assistance of a fulltime Deputy Mayor. Extensive efforts in this area will be required as the debate continues over federal and state reductions in aid to municipalities. Second, numerous City issues can only be addressed through the efforts of several executive departments. Effective coordination of Department Heads, already done to some extent by Mr. Craig Hartzer, is extremely important for administrative purposes. Additionally, a fulltime Deputy Mayor will also enhance City representation at the numerous public functions, professional meetings and relations with other municipalities required of the office of the Mayor. The position of Deputy Mayor will, for community as well as administrative reasons, effect better coordination among top City officials required for the delivery of quality services. I recommend that the salary of the Deputy Mayor position be set at $36,000, which is the lowest level proposed for City Department Heads. Thank you for your time and consideration.
