TO: Theresa Heffner, Clerk

FROM: Zach Hurst, PE, Sr. Project Engineer
SUBJECT: Open Market Contract - Project No. 123-062G
430 Cottage Grove Ave. TIF Project — Misc. Repairs
DATE: 12/05/2023
On November 14, 2023, the Board of Public Works attempted to open quotes for the above project;
however, no quotes were received. In accordance with Indiana Code 36-1-12-5(b)(4), the project was
procured in the open market.
The scope of work is for a contractor to perform miscellaneous repairs (front porch repairs, new fence, tree
removal, and new gutters) at a duplex housing unit, funded through a Development Agreement between
the City's Redevelopment Commission and Property Bros, a local minority -owned developer.
A price was solicited from TRCC LLC, a local minority -owned contractor who has completed quality work
on other City projects related to this development agreement (window, door and roof replacement at this
location). TRCC responded with a total price of $30,600, which is in budget for the project.
I recommend award of an open market contract for 123-062G 430 Cottage Grove Ave. TIF — Misc.
Repairs to TRCC LLC, in the amount of $30,600.00. Funding is available through PR-00028878.
