The improvements consisted of removing and replacing sidewalks, curbs, approaches, curb ramps, sod, trees, pavement marking, and patching. Lake Street Reconstruction, Gary, Indiana This project encompassed road and alleyway reconstruction including curb and gutter, sidewalks, a cycle track, previous paver installation, storm sewer, site lighting, and traffic signal modifications along with the installation of new curb ramps at 9 intersections. Cleveland Road Reconstruction and Bridge Rehabilitation, South Bend, Indiana The project consisted of road reconstruction and bridge rehabilitation over the St. Joseph River and Juday Creek, including new storm sewer, subgrade treatment, QC/QA PCCP and HMA paving, HMA multi-use path, guardrail, modular block retaining wall, LED lighting and full restoration. Coal Line Trail Phase 1, South Bend, Indiana This project constructed a multi-use path along the abandoned railroad corridor from Lincoln Way West to Riverside Drive in South Bend, Indiana. The path consisted of a 10-foot wide concrete sidewalk along Wilber Street and a 12-foot wide asphalt pavement. Decorative concrete sidewalk along with a covered pavilion was installed at Muessel Grove Park. Other elements included raised concrete crosswalks, lighting, benches, decorative railing, trail and wayfinding signage, solar power beacons and landscaping. WHY IS JOSH THE BEST CHOICE? This project improves the pedestrian walking routes to school in the Our Lady of Hungary neighborhood. The neighborhood is made up of mostly residential housing and is bound to the north by Indiana Avenue, Franklin Street to the east, Ewing Avenue to the south and Olive Street to the west. Components of the project will involve the replacement of sidewalk and curb ramps on major walking routes to and from school to improve pedestrian safety and accessibility. Typical maintenance of traffic can consist of shoulder closures to accommodate construction activities while maintaining access to all prop- erties. A pedestrian detour is typically required along with properly placed signage. Coordination with utilities may be necessary due to the construction limits for the replacement of the curb ramps at various intersections. Our experience has seen the need for either utility pole relocation or holding an existing pole. We will review utility work plans and coordinate early and often to maintain the schedule. CONTRACT R-44114 is currently scheduled for an INDOT letting on March 12, 2025. American Structurepoint has visited the site, and we are excited to have the opportunity to submit this proposal. Damaged and deteriorated sidewalk to be replaced CITY OF SOUTH BEND | CE SERVICES FOR SAFE ROUTES TO SCHOOL AT OUR LADY OF HUNGARY AMERICAN STRUCTUREPOINT PAGE 8 INSPECTING YOUR PROJECT Having provided inspection services on reconstruction projects throughout the state, our team possesses a high level of familiarity with these types of projects. This familiarity will be valuable to the construction of Safe Routes to School at Our Lady of Hungary because we can assist you with: • Financial management of the project. • Maintaining the construction schedule. • Managing the coordination among contractors, stakeholders, and designers. • Coordination with INDOT (ensuring South Bend’s interests are heard prior to INDOT authorizing any change orders). Our project team has led, managed, and/or inspected multiple projects in South Bend, and in the INDOT Laporte District, and we can use this experience to provide a streamlined, efficient, and well-organized project. This experience has led our staff to build excellent relationships with INDOT, local contractors, and utility companies. DETAILED APPROACH We have also developed an approach specifically tailored for this project that includes: • Detailed preconstruction documentation of existing conditions, including photographs. • Constant communication with area residents and businesses near the project site to resolve concerns and/or issues quickly. • Periodic stakeholder meetings throughout construction to verify all current information is available and questions/concerns are addressed. • Coordination and cooperation with local elected officials, South Bend Community School Corporation, and emergency service providers, as well as the postal service and solid waste removal companies. • Review of maintenance-of-traffic and construction plans to identify deficiencies and minimize impact. • Coordination with all community events in the area. • Taking the lead in any utility coordination efforts to resolve utility conflicts quickly to keep the project on schedule (knowing all the local utility company contacts allows us to quickly respond to any issues that arise). • Reviewing erosion and sediment control measures to verify all permits are being satisfied. • Continued effective coordination with the design engineering firm. PROJECT UNDERSTANDING AND APPROACH Our team will conduct regularly scheduled meetings with South Bend to obtain your input, address any concerns, and identify potential project roadblocks. Our process, in conjunction with regular construction progress meetings, facilitates the thorough planning of construction phasing, verifies that project plans and specifications are adhered to, discusses and mitigates the consequences of unforeseen circumstances, and addresses any unresolved issues. Minutes will be taken for all meetings, with action items and responsible parties identified. We will be vigilant in following up with all parties so that action items are addressed in a timely manner and results are communicated to the owner. Ultimately, our proven, well-established approach and diligent preparation efforts afford us the opportunity to anticipate problems and be proactive to deliver positive results when dealing with the inevitable challenges encountered on this type of project. MAKING THIS A COMMUNITY PROJECT A well-informed and engaged stakeholder is an asset and plays a key role in the overall success of a project. An early action item for our team will be to develop direct lines of communication with all stakeholders. Based on our previous knowledge and understanding concerning projects of this type, we will accomplish this through: • Personal introductions to adjacent property owners. • Weekly project activity reports. • Progress meetings every two weeks. • One-on-one meetings with interested parties to review plans and project parameters. • Open-door policy for our field office. • Cell phone numbers on business cards. • Meeting with community officials and support agencies to garner buy-in. • Presentations at community or public meetings (as requested). Keeping the community aware of vital construction activities that affect their day-to-day life is crucial. Our project supervisor, Josh Reeves, will work with all team members to secure the best public image of this project throughout construction. Our team has experience speaking directly with residents; leading public meetings; and creating websites, flyers, mailings, and news releases that enhance public awareness of projects like yours. Another way we’ve been able to gather community support is by holding a “project introduction” cookout. This lets us interact with residents, directly yet informally, and gives them a better understanding of the project and construction process. It also gives the community a close-up view and more positive opinion of our team and the new roadway we’re providing. Such cookouts have proven to be a strong first step toward helping any project run more smoothly. Another effective tool for communicating with the public will be to hold a public information meeting/ groundbreaking ceremony prior to the start of construction. This can be accomplished on site and allows the residents in the area to view the construction plans and meet and obtain contact numbers for the project team. Project Introduction Cookout Public Meeting CITY OF SOUTH BEND | CE SERVICES FOR SAFE ROUTES TO SCHOOL AT OUR LADY OF HUNGARY AMERICAN STRUCTUREPOINT PAGE 10 PROJECT UNDERSTANDING AND APPROACH TAKING COMMUNITY INVOLVEMENT TO THE NEXT LEVEL Through our experience, we know following through on the items listed previously helps to create a project the community supports. To keep the coordination and communication with the community up to date, we are proposing to take our community involvement efforts to the next level by offering to implement any of the following items, or working with the City of South Bend Officials to develop new innovative outreach efforts. DOOR HANGERS WITH MAGNETS These will be handed out in conjunction with the normal notification letters and contain logos of all involved parties along with contact information. TWITTER UPDATES BY PROJECT MANAGER/ENGINEER Using a Twitter account established for the project, along with the existing Twitter account for your community, we will work with South Bend and the contractor to issue instant updates for short-term closures or accidents and post construction photos. To assist in getting followers to these Twitter accounts, the project website can be configured to show both Twitter feeds, along with the information and updates typically found on our project websites. Where available, we’ll use other social media channels, such as Facebook, for the same purposes. CUSTOMIZED PROJECT SIGNAGE Similar to signs used on private development projects, the signage for your project will show logos of all involved parties and provide the various website and Twitter handles detailed above. DRONE PHOTOGRAPHY With this resource in house we are able to get high resolution site photos before during and post construction. Additionally, we can video the construction process at any point in time to show progress from beginning to end of the construction of a project. GOOGLE MAPS We intend to use a Google Map overlay on the project website to provide an interactive map view of the project. This feature will also allow us to display detour routes and project limits in a way that is easily understood. GOING ABOVE AND BEYOND In trying to provide the best solutions for South Bend, we provide the following extra services that make a difference. PERSONALIZED PLAN SHEETS We regularly provide pertinent plan sheets with personalized notes that indicate specific features (property lines, old/new driveways, new pavement limits, etc.) for homeowners who have extensive questions. While many residents have likely seen this information prior to construction, this personal touch shows that we take their concerns seriously. VALUE-ENGINEERED EROSION AND SEDIMENT CONTROL Intelligent implementation of erosion and sediment control (E&SC) measures often provides us with an early opportunity for value engineering. If implemented as per the plans, E&SC measures can often leave areas unprotected or simply be unnecessary. On projects where planned E&SC measures are found to be inadequate, we can make strategic adjustments that, in the end, will help minimize financial impact and make the project more environmentally friendly.
