Here at Abonmarche we believe that all people are entitled to a safe and accessible route wherever they may
travel throughout the City, especially to and from school. These intricate and detailed projects are where the
plans of the City meet the realities and unknowns of the real world. All public works projects contain challenges

TRANSPORTATION DEVELOPMENT MANAGER
Rob has over 15 years of combined experience serving both public and private
clients. Throughout his career, he has been responsible for the design and
administration of projects ranging from $25K to $25 million.
Rob’s specialties include design oversight and management of subdivision
design and layout, stormwater management, storm sewer sanitary sewer,
water main, traffic signals, and other roadway safety improvement projects. In
addition to design, Rob’s experience allows him to aid in the management of the
construction of projects by providing conflict resolution, schedule management,

JD performed the role of primary construction inspector for this $3.2 million project
over seeing all aspects of the construction. This project included the construction
of multiple new parking lots, drop off area, new grand entrance into the school.

Bremen Highway Added-Travel Lanes Project - Mishawaka, IN
JD performed the role of primary construction inspector for this $3.5 million project
over seeing all aspects of the construction and overseeing other inspectors.
Mishawaka Sidewalk Replacement Project - Mishawaka, IN
JD was the Construction Technician for this $360,000 CDBG funded project that
replaced 2,600 lft of sidewalks in an aging neighborhood in Mishawaka. The
project also included removal and replacement of twenty (20) sidewalk ramps to
comply with ADA standards and included removing trees that were determined
to cause sidewalk upheaval. JD worked with engineering staff to determine the
limits of construction and worked to save existing residential retaining walls in
order to minimize the project costs while maximizing the amount of sidewalk that
was replaced. JD also observed construction operations, measured and tracked
project quantities, reviewed, and processed pay estimates, processed change
orders, led progress meetings, and prepared final construction records.
Wild Cherry Ridge Roadway Improvements - Mishawaka, IN
JD performed the role of primary construction inspector for this $600,000 project.
La Porte Sidewalk Project - La Porte, IN
JD performed the role of primary construction inspector for this $420,000 sidewalk
project over seeing all aspects of the construction. The project included
replacement of over 20 sidewalk ramps and over 6,500’ of sidewalk.
Fir and Brick Roundabout - Granger, IN
JD performed the role of primary construction inspector for this $880,000 project
over seeing all aspects of the construction and overseeing other inspectors. This
project included the construction of a roundabout at the busy intersection of Fir
Road and Brick Road in northern St. Joseph County to alleviate traffic back ups
from the previous 4 way stop intersection.

JD performed the role of primary construction inspector for this $800,000
project that included new roadway construction, earthwork, and associated
improvements.

CONSTRUCTION TECHNICIAN
Chad has performed construction inspection services and material testing on
municipal and MDOT roadway construction projects. His inspection services
include HMA paving projects and concrete replacement. Chad completes
paving inspection including depth and grade checks on cold milling, completing
In-Place Nuclear Density Testing during HMA placement, verifying HMA yield
calculations and temperature checks. During concrete inspection, Chad checks
forms and elevations on curb and gutter, sidewalk ramp construction, and
performs concrete material testing utilizing MDOT forms 1999 and 1174. Utilizing
FieldBook software on his IDR’s, Chad reports all HMA paving results, tracks and
documents contract quantities and tracks materials. After joining Abonmarche
in 2018, Chad continues to gain valuable experience that will allow him to
contribute construction services for numerous state and municipal clients.

US-12 Cold Milling and Resurfacing - Washtenaw County, MI
Chad completed construction technician and paving inspection services on
3.67 miles on US-12. The project included cold milling and HMA resurfacing,
centerline and shoulder corrugations. Chad provided contractor oversight,
construction inspection, traffic and safety inspection measuring and
documenting pay items, and performed QA material testing. HMA paving
inspection included collecting HMA tickets and verified yields and depth
checks, laying out and witnessing QC coring sampling, a preparing and
submitting supporting documentation. Chad assisted the primary senior field
engineer on this project working completing all project documentation and
testing in accordance with MDOT specifications using FieldBook software for
his IDR.
Local Streets Resurfacing Project - Portage, MI
Chad is completing lead inspector duties for the City Portage Local
Streets Resurfacing project that combined two (2) fiscal years into one
construction season. The project included sidewalk ramp replacement,
utility replacement, retaining wall construction, and placement of 16,600
tons of HMA resurfacing. Chad completed in-place density Testing on
HMA placement utilized a Troxler density gauge, collected HMA tickets
and verified yields, performed concrete QA testing standard field tests and
casting of concrete cylinders. On full pavement replacement sections
on the project, he performed in-place density tests to verify compaction
efforts on aggregate base materials met standards and specifications.
He completed all documentation and testing in accordance with MDOT
specifications using FieldBook software for his IDR.
M-51 Two-course Asphalt Resurfacing - Berrien County, MI
Chad assisted during HMA paving inspection on M-51 during the paving
operations from the Indiana State line to Chestnut Lane. The project
included cold-milling, two-course asphalt resurfacing, concrete joint and
crack repairs, isolated drainage structure repairs and replacement, and
sidewalk. He also provided inspection of coring and sampling locations and
provided density testing on asphalt paving.

PROJECT UNDERSTANDING & APPROACH
PROJECT UNDERSTANDING
Muessel Elementary School and Holy Cross School lie in the Near Northwest Neighborhood northwest of
downtown South Bend. The project area is bounded by LWW on the south, Allen Street to the east, Vasser
Street to the north and Wilber on the west. The neighborhood is well connected regionally with the newly
constructed Coal Line Trail that makes it way (currently) from LWW all the way to the University of Notre
Dame along the former rail spur used to deliver coal to the power plant at Notre Dame. There is a dedicated
bike lane and pedestrian paths along Lincolnway West on the south that connect the downtown and all
neighborhoods along LWW to the South bend International Airport. East of this neighborhood is the locally
well-known Riverside Trail that follows the St. Joseph River all the way from Niles, Michigan east to Elkhart and
beyond.
These regional trails highlight the importance of accessible and safe pedestrian access for all students and
residents within these project limits. Not only will the project allow access to the schools and parks in the area,
it will also allow the opportunity for all residents an accessible route to the regional trail systems that connect
to the other areas of South Bend and beyond. Abonmarche Consultants is intimately familiar with the City of
South Bend’s vision for safe and accessible routes for mutlitmodal transportation. We recently designed the
newly constructed Lincolnway West Streetscape projects that provide the first dedicated separate bike and
pedestrian paths, within the City, adjacent to Lincolnway West.
PROJECT APPROACH
We have tailored our scope of services based on the requirements of the RFP, our first hand experience with
the design of SRST projects, and our extensive history and experience working in the City of South Bend and
with INDOT. Abonmarche’s team is creative, innovative, and most of all very experienced with all aspects of
INDOT construction projects. Our Project Manager, Rob Nichols, brings his extensive knowledge of construction
on INDOT projects as a contractor now to the inspection side. He managed the successful completion of
the Olive and Sample Street Overpasses, IR-30143 US 31 Connection on the south side of South Bend, the 2
Way Downtown Street Conversion project, and the Riverside Trail Project along the river NW of downtown
South Bend. His in-depth experience of the INDOT process and public works construction will be invaluable in
administering and providing oversight on these inspection projects.
PROJECT INITIATION AND PRE-CONSTRUCTION
Prior to initiating a kick-off meeting with the City of South Bend our Project Manager and INDOT certified
construction inspection staff will do a thorough review of the bidding documents (plans and specifications) and
pair it with a detailed site visit of the project area.
After our review of the site, we will coordinate an inspection kick-off meeting with the City to discuss all aspects
of the project prior to having a pre-construction meeting. We will use this meeting as a chance to discuss
any potential subjects pertinent to the construction so that they may be addressed at the pre-construction
meeting. Only then will be schedule the pre-construction meeting with all required parties for commencement
of construction. We expect to have a pre-construction meeting within two weeks of the Notice to Proceed of
the Construction contract.
CONSTRUCTION PHASE
Upon commencement of construction Abonmarche and McCormick Engineering will monitor, as necessary,
the contract with a full-time Resident Project Inspector (RPR). Depending on the controlling operations of the
construction other full-time inspectors may be added. In addition to the Inspector(s) the RPR will oversee and
be available to answer any questions or issues that may arise during the regular course of daily construction.
And overseeing the entire inspection contract will be the Project Manager. He will guarantee overall contract
compliance and ensure a more than adequate amount of inspection and documentation is always taking
place during construction. He will also provide the final QA/QC effort for all construction documentation
generated for the project. If disputes with contract documents arise during the course of construction
Abonmarche will ensure that all change order requests, and other such disputes are handled per INDOT’s very

clear and structured process. This process, when followed and administered correctly, will ensure contract
compliance per all INDOT and FHWA requirements. This process protects the LPA and ensures that the contract
is delivered in accordance with all requirements – Local, State and Federal.

problems. Our Project Manager’s extensive project construction experience will allow us to proactively

Additionally, our staff understands the importance of providing timely solutions so that costly delays are
avoided. We will draw on our experience to solve these issues with expert technical backup to apply
engineering principles to provide creative solutions.

of the project.

PROJECT EXPERIENCE
PORTAGE PRAIRIE/AMERIPLEX
SOUTH BEND, INDIANA CLIENT Holladay Properties CONSTRUCTION $100+ million
Abonmarche provided planning and concept design for 500 acre, mixed-use project. Proposed land uses include
light industrial, distribution, logistics, medical, office, commercial, retail, lodging, and residential sites. Multi-use
paths were designed throughout the site to interconnect all amenities and properties. This site design minimized
environmental impacts, using Low Impact Development (LID) techniques, without escalating costs. The storm water
management system incorporated bio-swales (instead of large diameter pipes) and a series of bio-retention basins.
The initial phase of this project included 2,800 feet of new roadway and other amenities that include ornamental
lighting, sculpture nodes along the walking paths, and extensive native prairie landscape plantings that provide
an interface between the roadway edge and the walking path. Abonmarche continues to provide planning,
landscape architecture, engineering design and construction management for this project.
U.S. 31 INDUSTRIAL PARK
SOUTH BEND, INDIANA CLIENT City of South Bend CONSTRUCTION $2+ million
For this project, Abonmarche was contracted to oversee the development of an 80-acre rural site, which would be
home to new facilities for several trucking and distribution companies. These facilities had to be constructed on an
accelerated time schedule. The most unique aspect of the project involved building the infrastructure during the
same time period as construction of two trucking facilities was taking place - on the same site. Careful coordination
and communication were required to complete the project on time and within budget.
Abonmarche prepared all engineering plans for the project, which included roadways, retention basins, storm
sewer, sanitary sewer, water main, a new regional lift station and all roadway lighting. The new lift station now
services an area approximately 800 acres in size.10

9TH STREET MULTI-USE PATH
GOSHEN, INDIANA
This project created a multi-use path from College Avenue to Purl Street, providing improved pedestrian and bicycle access to both Goshen High School and Goshen College. Abonmarche’s role of construction inspection and administration involved ensuring the workmanship and materials were in accordance with INDOT standards.

EAST DIVISION STREET PHASE II
DEMOTTE, INDIANA
This second phase federal-aid LPA project included CE-1, topographic survey, route survey, a 46 parcel land acquisition, hydraulic design, utility relocations and road design for one mile of Division Street in DeMotte. This street is a major east/west corridor linking a residential area with the business district. The 18-foot road was replaced with two 11-foot lanes and 3-foot bituminous shoulders.
