ORDINANCE NO.2yy/-- 8.s AN ORDINANCE APPROPRIATING $3 , 164, 744 . 00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY OF SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE AGENCIES FOR THE PROGRAM YEAR BEGINNING JANUARY 1, 1986 AND ENDING DECEMBER 31, 1986 TO BE ADMINISTERED THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT. Statement of Purpose and Intent: The government of the City of South Bend, in partnership with the City' s private sector and residents, is committed to the goal of improving the "quality of life" in the City, its neighborhoods, and for its residents. As part of this commitment to a comprehensive community development and improvement program, the City of South Bend through its Division of Community Development will apply for and anticipates receiving on or about January 1, 1986, the approval of the United States Department of Housing and Urban Development to expend $3, 164, 744 . 00 in the execution of certain housing rehabilitation/assistance, code enforcement, public works, parks, and capital improvements, city development, public service, and general program planning and development activities. In order to implement the aforementioned activities, funds are required. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I . The sum of $3 , 164, 744 . 00 is hereby appropriated for the -program year starting January 1 , 1986, from the city of South Bend' s Community Development Block Grant Fund (Program Year 1986) . The appropriation shall be used as approved by the United States Department of Housing and Urban Development under Title Twenty four (24) of the Code of Federal Regulations, Part five Hundred and Seventy (570) for the Community Development Program Year 1986 . No costs will be incurred or funds expended for any of the activities addressed in this ordinance prior to completion and subsequent certification of the Environmental Review Process specified in Section 58 .16, 58 . 17, and 58 .30 of the Environmental Review Procedures for the Community Development Block Grant Program and an official release of funds received from the United States Department of Housing and Urban Development. The "Final Statement of Community Development Objectives and Projected Use of Funds - P.Y. 1986" represents funding for the functional areas of housing, code enforcement, public works, parks, city development, public services, and management and planning. It is significant to note that the "Final Statement" details other funds requiring administration by city departments and bureaus.
