ORDINANCE NO. 7 S"a-b�� AN ORDINANCE TRANSFERRING $889,723 AMONG VARIOUS ACCOUNTS, ALL ACCOUNTS BEING WITHIN THE DIVISION OF COMMUNITY DEVELOPMENT STATEMENT OF PURPOSE AND INTENT: On or about November 27, 1985, the City of South Bend through the Division of Community Development will submit its 1986 Application to the Department of Housing and Urban Development. Part of the 1986 Application includes the anticipated reprogramming of funds from previous years of Community Development Block Grant Funding. The activities from program years 1984 and 1985 have been completed or will have funding reprogrammed to the current program year in order to efficiently utilize the funds. The Plan for projected funding levels of program year 1986 activities makes it necessary to transfer funds amoung various accounts. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana as follows: SECTION I . The sum of $889,723 . 00 is hereby transferred for the program year commencing January 1, 1986, to be approved by the United States Department of Housing and Urban Development, as set forth below: Reduce the following accounts: Purpose Project No. Amount Housing Rehab Fund CD85-102 $247, 206 Unspecified Local Option P .Y. 1985 541, 072 Unspecified Local Option P .Y. 1984 101, 445 TOTAL REDUCTIONS $889, 723 Increase the following accounts: Purpose Project No. Amount Housing Rehab Fund CD86-102 $249, 896 Code Enforcement CD86-201 212, 000 Management/Inspection Code Enforcement Demolition CD86-202 50 , 000 Neigbhorhood Clean-up Crew CD86-203 87 , 057 Community Development CD86-1100 290, 770 Management/Inspection TOTAL INCREASES $889,723 SECTION II . No costs will be incurred or funds expended for any of the activities in this ordinance prior to an official release of funds received from the United States Department of Housing and Urban Development as may be required. SECTION III . This Ordinance shall be in full force and effect from and after its passage by the Common Council and approved by the Mayor. The 1984 and 1985 activities have been completed or can' t be completed thus making the funds available for program year 1986 . The "Final Statement of Community Development Objectives and Projected Use of Funds - P.Y. 1986" outlines five activities that have been planned based on this reprogramming. Three of the activities are conducted by the Department of Code Enforcement, one by the Bureau of Housing and the other by the Division of Community Planning and Development.
