The Area Plan Commission gave it a public hearing on September 17, 1985, at which time the following action was taken: Upon a motion by Joseph Serge, being seconded by John DeLee and carried, with Robert Lehman and John Trott voting "nay", the proposed ordinance and site development plan of Norman and Ruthann Warner to zone from "A" Residential, "A" Height and Area to "C" Commercial , "A" Height and Area, property located at 2510 Lathrop Street, City of South Bend is sent to the Common Council with a favorable recommendation subject to a Final Site Development Plan The above recommendation is made subject to a final site plan. The deliberations of the Area Plan Commission and points considered in arriving at the above decision are shown in the minutes of the public hearing, and will be forwarded to you at a later date to be made a part of this report. STAFF REPORT NORMAN AND RUTHANN WARNER #975-85 September 6, 1985 2510 Lathrop Street, South Bend REQUESTED ACTION: The petitioners are requesting a zone change from "A" Residential , "A" Height and Area, to "C" Commercial , "A" Height and Area to allow for an existing barn to be converted to a ceramic and gift shop EXISTING LAND USE: The property contains a single-family home and a barn. SURROUNDING LAND USE AND ZONING: Located to the north across Lathrop Street is Highland Cemetery zoned "A" Residential ; to the east is a single-family home zoned "A" Residential ; to the south is vacant property zoned "A" Residential , and to the west is a single- family home zoned "A" Residential . ACCESS: Access to the site will be from Lathrop Street. DRAINAGE: The drainage has not been addressed by the petitioner. DATA: The total site to be rezoned is 20,210 square feet. Of that, the building will occupy 1 ,245 square feet or 6.2% of the site; the parking and drives will occupy 4,350 square feet or 21 .4% of the site; and 14,615 or 72.3% of the site will be open space. SITE PLAN: The site plan is preliminary. AGENCY COMMENTS: The City Engineer is awaiting additional site plan details before forwarding any comments.
